Job Overview: The Construction Engineering Technician - Analyst will work under the direct supervision of the Chief engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer and will be responsible for overseeing construction works, ensuring quality assurance, and monitoring project progress in the assigned geographical area. The role requires the technician to provide technical advice and guidance on engineering matters, identify potential risks or issues, and propose improvements. The technician will conduct needs assessments for hydraulic infrastructure works and contribute to the development, implementation, monitoring, and updating of project plans and strategies to ensure compliance with defined scope, budget, and timelines. Regular reporting to the Chief Civil Engineer and contributing to periodic and final reports for donors and stakeholders are also key aspects of this position. The role involves managing contractors and ensuring that contracts are executed on time and within budget while adhering to technical documentation standards. The technician will maintain site documentation in accordance with legal requirements and ensure compliance with health and safety procedures on site.
Duties and Responsibilities: The duties and responsibilities of the Construction Engineering Technician - Analyst include:
Supervision of construction works by providing technical advice to the Chief Civil Engineer on engineering-related issues, identifying risks, and proposing improvements.
Conducting needs assessments for hydraulic infrastructure works and providing comprehensive evaluation reports.
Contributing to the development, implementation, monitoring, and updating of project plans and strategies to ensure compliance with scope, budget, and timelines.
Regularly reporting to the Chief Civil Engineer and assisting in drafting periodic and final reports for donors and stakeholders.
Managing contractors and ensuring contract execution is timely, budget-compliant, and adheres to technical documentation standards.
Maintaining site documentation in accordance with planning and construction legislation.
Ensuring compliance with health and safety procedures on site and reporting any irregularities to the supervisor.
Performing any other tasks assigned by the Chief Civil Engineer within agreed timelines.
Quality assurance by supervising the quality of construction materials and verifying technical specifications. 1
Ensuring that contractors submit work methodologies before starting work and conducting quality control of submitted documents. 1
During the Defects Notification Period, intervening as necessary and coordinating with contractors to ensure timely resolution of issues. 1

Required Qualifications: The required qualifications for the Construction Engineering Technician - Analyst position include:
A secondary school diploma (BAC) with 6 years of relevant experience.
A Higher Technician Diploma in civil engineering or a similar discipline with 4 years of professional experience.
A Bachelor's degree (BAC +3) with 2 years of relevant experience.
A Master's degree in civil or hydraulic engineering (BAC +5).
Educational Background: Candidates must possess a secondary school diploma (BAC) with at least 6 years of relevant experience, or a Higher Technician Diploma in civil engineering or a similar field with 4 years of professional experience. Alternatively, candidates with a Bachelor's degree (BAC +3) and 2 years of relevant experience, or a Master's degree in civil or hydraulic engineering (BAC +5) are also eligible.
Experience: Candidates must have a minimum of 2 years of experience in civil or hydraulic engineering infrastructure. They should possess knowledge in task planning and management, and the ability to monitor fieldwork, identify and address discrepancies, and solve problems effectively.
Languages: Fluency in French and Malagasy is required, while basic proficiency in English is desirable.
