UN DOS Consultant - Technical Support for Aeromedical Evacuation (AME) Module Pilot

The Medical Support Section (MSS) within OSCM focuses on providing medical support and expertise, particularly in the context of aeromedical evacuation (AME) and related medical operations. The organization operates in multiple countries, providing support to UN peacekeeping and humanitarian missions worldwide, and is committed to building robust and responsive supply chain solutions for its global partners and clients.

Job Overview:
The consultant will play a crucial role in supporting the development and implementation of the Aeromedical Evacuation (AME) pilot project. This position involves preparing and executing a comprehensive AME pilot scenario and field test package, which includes pre-activity preparations, technical support during the activity, and post-activity documentation. The consultant will also be responsible for creating an Initial AME Training Technical Content Package, which will include online training inputs and will be subject to technical review by the MSS. The consultant's work will culminate in the development of a final consolidated AME Training Technical Package, which will integrate lessons learned from the pilot and ensure that training materials are operationally realistic and aligned with UN standards. The consultant will need to maintain close coordination with various stakeholders, including the MSS Project Manager and CDOTS, to ensure that all outputs meet the required standards and timelines.

Duties and Responsibilities:
Under the supervision of the MSS Project Manager, the consultant will be responsible for a variety of tasks including: reviewing AME background materials and identifying training-relevant implications; developing a training scope and framework; preparing and supporting the AME pilot or practical testing activity; creating a post-pilot technical observation note; developing draft AME training technical content; creating practical job aids and checklists; revising and finalizing the AME training technical package based on feedback; ensuring all outputs are practical and technically accurate; and maintaining confidentiality of sensitive UN information. The consultant is expected to participate in the AME pilot field test activity in person, subject to operational requirements, and provide remote technical support as needed.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in a relevant health-related field such as medicine, nursing, emergency medicine, or public health. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of relevant professional experience in aeromedical evacuation, emergency transport, or related medical operations is required. Experience in developing medical guidance, training materials, and operational procedures is also necessary. Strong communication skills, particularly in conveying complex medical concepts in written form, are essential. Experience in practical training delivery and evaluation is desirable, as is experience working with international organizations or in humanitarian contexts.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in fields such as medicine, nursing, emergency medicine, critical care, or public health. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. This educational background is crucial for understanding the complexities of aeromedical evacuation and related medical operations.

Experience:
The consultant must have a minimum of five years of relevant professional experience in areas such as aeromedical evacuation, emergency medical transport, or military medical operations. Experience in developing training materials and operational procedures is required, along with a demonstrated ability to communicate complex medical concepts clearly. Experience in practical training delivery and evaluation processes is also desirable, particularly in international or humanitarian settings.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is the second working language of the UN. Proficiency in both languages would enhance communication and collaboration within the UN framework.

Additional Notes:
The consultancy is expected to be home-based with a duration of approximately nine months, commencing on 25 October 2026 and concluding by 24 July 2027, subject to the completion of the formal hiring process. The exact start and end dates will be confirmed in the consultant’s contract. The position is remote, but the consultant may be required to participate in the AME pilot field test activity in person, depending on operational requirements and logistical considerations.
