Job Overview:
As the Head of the PMSO Section for Science Projects, you will play a pivotal role in managing a team of Controllers who provide essential project control and management support services across all major missions within the Science programme. This position requires a strong focus on the professional development of Project Controllers, emphasizing continuous improvements in controlling and management support processes. You will be responsible for the overall planning, monitoring, and controlling of programmatic aspects of projects and activities within the Projects Department. Your role will involve close collaboration with the Head of Department and Project Managers to facilitate programmatic decision-making, ensuring that projects are delivered on time, within budget, and within scope. You will also be tasked with enhancing transparency, efficiency, cooperation, and knowledge-sharing within the team and across the organization.

Duties and Responsibilities:
In this role, you will lead a team of Project Controllers, providing comprehensive project control and management support to all projects within the Science Projects Department. Your responsibilities will include: preparing, developing, and maintaining overall programmatic aspects in coordination with the Department Head and Project Managers, focusing on cost, schedule, workforce, risks, and geographical return; implementing planning and control procedures to ensure full visibility on project progress through dedicated reporting; coordinating risk management and schedule activities, identifying potential issues and opportunities, and proposing mitigation actions; preparing tender documents related to cost, management, risk, and schedule requirements; participating in contract negotiations and the procurement process; managing financial implementation, including commitments made on behalf of the Agency; preparing inputs for periodic reporting to project management and stakeholders; contributing to project reviews; ensuring formal control and analysis of project changes; interfacing with industry on programmatic matters; driving continuous improvement in project management processes; and managing the Section’s workforce to maintain and enhance professional competencies.

Required Qualifications:
Candidates must possess a master's degree in a relevant domain, along with a minimum of five years of relevant professional experience. Professional experience as a Controller, preferably at the agency or industry level, is highly desirable. Knowledge of space systems architecture is considered an asset. Candidates should have substantial experience in applying project management and risk management principles, advanced business/project control techniques, and in preparing, negotiating, and implementing major industrial procurements. Familiarity with European Commission projects is also advantageous. Proficiency in computer systems and information/planning/coordination tools, such as esa-p, Microsoft Excel, and Microsoft Project, is essential, along with knowledge of modern dashboard and risk management tools.

Educational Background:
A master's degree in a relevant field is required for this position. This educational background should provide a solid foundation in project management, financial analysis, and technical competencies relevant to the role.

Experience:
The position requires a minimum of five years of relevant professional experience, ideally in a project control or management support role within the space sector or related industries. Experience in managing teams and leading projects is highly valued, as is familiarity with the specific challenges and requirements of space projects.

Languages:
The working languages of ESA are English and French. A good command of one of these languages is mandatory, while knowledge of another Member State language is considered an asset. This linguistic proficiency is essential for effective communication within the diverse and international team environment at ESA.

The position is a four-year appointment, extendable to indefinite, and falls within the grade band A2-A
