Job Posting Organization:
The position is located within the Common Administrative Platform at United Nations Headquarters, known as the One Executive Office (One EO), under the Division of Administration in the Department of Operational Support (DOS). The DOS was established to provide comprehensive operational support and advisory services to various entities across the UN Secretariat, including departments, peace operations, and regional commissions.   • The Division of Administration in New York provides essential administrative support functions, including human resources, budget, finance, and facility management services to UN entities. The Human Resources team is organized into three pillars, each supporting different UN missions and operations, ensuring compliance with established regulations and providing a full range of HR services.

Job Overview:
The Human Resources Assistant will serve as an HR partner supporting the Office of Counter-Terrorism (OCT), the Office of Disarmament Affairs (ODA), and the Counter-Terrorism Executive Directorate (CTED) under Pillar
  • This role involves processing and monitoring human resource activities, including recruitment, promotions, transfers, and separations, while ensuring adherence to UN rules and procedures. The assistant will respond to staff inquiries regarding entitlements and conditions of service, maintain attendance records, and liaise with various UN offices. The position requires drafting correspondence, participating in candidate selection, and assisting in recruitment processes, including conducting interviews and managing vacancy announcements. The HR Assistant will also maintain HR-related automated systems and prepare reports, conduct exit interviews, and train new staff members, ensuring a comprehensive support system for HR functions within the UN framework.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a variety of tasks, including: processing and monitoring human resource activities related to recruitment, promotions, transfers, and separations; responding to staff inquiries and providing information on entitlements and conditions of service; maintaining attendance records and confirming balances at the end of service; reviewing staffing tables and payroll reports; preparing travel requests; drafting correspondence related to administrative matters; participating in candidate selection processes; assisting in filling posts and conducting reference checks; organizing competitive recruitment examinations; maintaining vacancy announcement files; processing requests for entitlements and claims; conducting exit interviews; maintaining HR automated systems; preparing reports; and training new staff members. The assistant will also undertake research on HR-related issues and assist in preparing notes and reports, ensuring a thorough understanding of HR policies and practices within the UN system.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Certification as a Human Resources Partner or other relevant HR certification is desirable. A minimum of seven years of progressively responsible experience in human resources management, administrative services, or a related area is required. This experience requirement is reduced to five years for candidates with a first-level university degree or higher. Candidates should have experience in applying HR policies and procedures within the UN system or a similar international organization, as well as experience using an Enterprise Resource Planning (ERP) system, such as Umoja (SAP). Experience in staff selection processes and HR roles within an Executive Office or UN HR office is also desirable.

Educational Background:
A high school diploma or equivalent is required for this position. Candidates with a first-level university degree or higher will have a reduced experience requirement, making them more competitive for the role. Additional certifications in human resources are considered advantageous and may enhance a candidate's qualifications.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human resources management or related fields. However, this requirement is reduced to five years for candidates who hold a first-level university degree or higher. Relevant experience in the application of HR policies and procedures within the UN system or similar international organizations is essential, along with familiarity with ERP systems like Umoja. Experience in recruitment processes and HR roles within the UN or similar organizations is also highly valued.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered a valuable asset for candidates applying for this role.

This position is funded by the Regular Budget and is subject to local recruitment, meaning applicants must be authorized to work for the United Nations in New York. Selected candidates from outside the duty station will be responsible for their relocation expenses.
