Job Overview:
The position involves serving as a national consultant for the final evaluation of the Cooperation Framework Plan (PCC) for the period 2023-202

• The consultant will be responsible for assessing the effectiveness, efficiency, and relevance of the PCC, ensuring that the evaluation aligns with UNDP's strategic objectives. The consultant will analyze the implementation of the PCC, gather data through various methods, and provide recommendations for future cooperation frameworks. This role requires a deep understanding of development policies and practices, as well as the ability to engage with stakeholders at different levels. The consultant will work closely with the UNDP team and other partners to ensure that the evaluation process is comprehensive and inclusive, reflecting the perspectives of various stakeholders involved in the PCC.

Duties and Responsibilities:

• Conduct a thorough evaluation of the PCC, focusing on its objectives, outcomes, and impact on the target population.
• Collect and analyze qualitative and quantitative data from various sources, including interviews, surveys, and document reviews.
• Engage with stakeholders, including government officials, civil society organizations, and beneficiaries, to gather insights and feedback on the PCC implementation.
• Prepare detailed evaluation reports that summarize findings, conclusions, and recommendations for future cooperation frameworks.
• Present evaluation results to UNDP and other relevant stakeholders, facilitating discussions on lessons learned and best practices.
• Ensure that the evaluation adheres to UNDP's evaluation standards and guidelines, maintaining transparency and accountability throughout the process.
• Collaborate with the UNDP team to integrate evaluation findings into ongoing and future programming efforts.

Required Qualifications:

• Proven experience in conducting evaluations, particularly in the context of international development projects.
• Strong analytical skills, with the ability to synthesize complex information and present it clearly.
• Excellent communication and interpersonal skills, capable of engaging with diverse stakeholders.
• Familiarity with UNDP's policies and procedures, as well as knowledge of the Nigerien context and development challenges.
• Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A master's degree in social sciences, development studies, public policy, or a related field is required. Additional certifications in evaluation methodologies or project management would be an asset.

Experience:
A minimum of 5 years of relevant experience in evaluation, research, or monitoring and evaluation in the field of international development is required. Experience working with UN agencies or similar organizations is highly desirable.

Languages:
Fluency in French is mandatory, as the evaluation will be conducted in a French-speaking context. Proficiency in English is an asset, as it may be required for reporting and communication with international stakeholders.

The contract duration for this position is 23 working days. This is a consultancy role, and the consultant is expected to submit their proposal directly through the UNDP supplier portal.
