Job Overview:
The Director General for the Operations Directorate at the EIB will provide strategic leadership and operational oversight for investment and advisory operations within the EU and EFTA countries. This role is pivotal in defining and delivering the directorate’s contributions to the EIB Group’s mission and corporate objectives, which include managing around EUR 80 billion of new lending activity and 100 new advisory assignments. The Director General will ensure that all operational activities align with EU policy priorities and the Bank’s strategy, while also managing risk and financial performance. The position requires regular office presence at the Luxembourg headquarters and offers relocation support, emphasizing the EIB's commitment to a multicultural work environment.
Duties and Responsibilities:
The Director General will be responsible for a wide range of duties including: providing strategic direction for the Operations Directorate, ensuring effective planning and execution of the OPS business plan, promoting a strong credit and risk analysis culture, leading the development of a client-segment organisational model, safeguarding balanced delivery across Member States, overseeing advisory activities and mandate management, and representing the OPS and the Bank in interactions with various stakeholders. The role also involves chairing the Project Committee, managing resources and governance structures, and fostering a culture of respect and collaboration within the Directorate. The Director General will work closely with senior management and various services to ensure coherent client management and operational policies that align with evolving market developments.
Required Qualifications:
Candidates must possess a university degree, preferably at the Master’s level, in fields such as economics, finance, business administration, engineering, law, or public policy. Additionally, they should have at least 15 years of relevant professional experience, including substantial experience in banking, structured finance, and policy implementation. A minimum of 10 years in a managerial role leading large, multidisciplinary teams in a complex environment is also required. Strong understanding of the EIB Group’s objectives and operational delivery is essential, along with proven ability to implement strategy and manage competing priorities effectively.
Educational Background:
The educational background required for this position includes a university degree at the Master’s level in relevant disciplines such as economics, finance, business administration, engineering, law, or public policy. This educational foundation is crucial for understanding the complexities of the Bank’s operational activities and for effectively leading the Directorate.
Experience:
The position requires at least 15 years of relevant professional experience, with a strong emphasis on banking, long-term lending, structured/project finance, and advisory services. Candidates should also have at least 10 years of experience in a managerial function, demonstrating leadership capabilities in a multicultural and multi-stakeholder environment. This level of experience is necessary to navigate the complexities of the role and to drive the strategic objectives of the Directorate.
Languages:
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of French and/or other EU languages is considered an advantage, as it enhances communication with diverse stakeholders and aligns with the EIB's operational context.
Additional Notes:
This is a full-time position at grade 8/9, with an appointment for a term of up to five years, which may be renewed or converted based on applicable policies. The role requires regular office presence at the EIB headquarters in Luxembourg, and the successful candidate will receive a definitive duration contract (CDD) of 5 years.
