Job Overview:
The position of Individual Consultant for Qualitative Researcher is integral to the ongoing study of the Productive Safety Net Programme (PSNP) in Ethiopia. This role involves conducting qualitative research to gather data on the experiences of PSNP5 graduates as they transition out of the program. The consultant will be responsible for developing qualitative data collection tools, conducting interviews and focus group discussions, and analyzing the data collected. The overarching goal of this research is to inform the design of PSNP6, which is set to launch in 2026, ensuring that it effectively balances protective functions with productivity. The consultant will work closely with IFPRI and the Ministry of Agriculture (MoA) to select sample sites and sizes, and will engage with various stakeholders at multiple levels to gather comprehensive insights into the livelihoods of program graduates.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:

• Developing qualitative data collection tools such as interview guides and focus group discussion protocols tailored to the context of the PSNP.
• Conducting Key Informant Interviews with stakeholders, including government officials, PSNP implementers, and development partners, to gather diverse perspectives on the program's impact.
• Facilitating Focus Group Discussions with community members, ensuring a representative sample of 3 to 5 participants per kebele to capture local insights.
• Interviewing graduates of PSNP5, targeting 6 to 10 households per kebele to understand their experiences and challenges post-graduation.
• Transcribing, translating, and organizing qualitative data for thorough analysis.
• Compiling a comprehensive report that presents the study's methodology and findings, contributing to the evidence base for future program design.

Required Qualifications:
Candidates must possess a PhD in Agricultural Economics, Economics, Rural Development, Agricultural Science, or a related field. Additionally, a minimum of 5 years of professional experience in conducting qualitative research is required. The ideal candidate will have demonstrated expertise in fieldwork and qualitative data collection techniques, including conducting in-depth interviews and focus group discussions. Experience in qualitative data analysis and the ability to integrate qualitative findings with quantitative analysis are essential, with mixed-methods research experience considered an advantage. Familiarity with social protection programs, food security, or development initiatives will also be beneficial.

Educational Background:
A doctoral degree (PhD) in a relevant field such as Agricultural Economics, Economics, Rural Development, or Agricultural Science is mandatory for this position. This advanced educational background is crucial for understanding the complexities of the research topic and for effectively engaging with stakeholders involved in the PSNP.

Experience:
The position requires at least 5 years of professional experience in qualitative research. This experience should include a strong background in conducting fieldwork, qualitative data collection, and analysis. Candidates should have a proven track record of conducting in-depth interviews and facilitating focus group discussions, as well as experience in analyzing qualitative data and integrating it with quantitative findings. Familiarity with social protection programs and development initiatives will enhance the candidate's suitability for this role.

Languages:
Fluency in English is mandatory for this position, as the consultant will be required to conduct interviews and write reports in English. Proficiency in local languages spoken in the regions where the research will be conducted is highly desirable, as it will facilitate communication with community members and stakeholders, enhancing the quality of data collected.

Additional Notes:
This consultancy position is expected to be full-time and will involve fieldwork in various regions of Ethiopia. The contract duration will be determined based on the project timeline and deliverables. The consultant will be compensated according to IFPRI's guidelines for consultancy roles, which will be discussed during the hiring process.
