Job Overview:
This consultancy position is focused on evaluating the current Domestic Revenue Mobilization Strategy (DRMS) in Malawi, particularly assessing the efficacy of non-tax domestic revenue sources. The consultant will be responsible for analyzing existing frameworks, identifying gaps, and proposing actionable recommendations to enhance the effectiveness of the DRMS for the period 2026-203
Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
Required Qualifications:
Candidates must possess a strong background in public finance, economics, or a related field. A proven track record in conducting evaluations or assessments of fiscal policies and revenue systems is essential. Additionally, familiarity with the Malawian context and experience working with governmental or international organizations will be highly advantageous. Strong analytical skills, excellent communication abilities, and proficiency in report writing are also required.
Educational Background:
A minimum of a Master's degree in Public Administration, Economics, Finance, or a related discipline is required. Candidates with a PhD or equivalent experience in relevant fields will be given preference. Specialized training or certifications in public finance management or revenue mobilization will be considered an asset.
Experience:
The ideal candidate should have at least 5 years of professional experience in public finance, economic analysis, or a related area. Experience working with international organizations, particularly in the context of developing countries, is highly desirable. Proven experience in conducting evaluations or assessments of revenue systems will be a significant advantage.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Malawi will be considered a plus, as it may facilitate better engagement with local stakeholders.
Additional Notes:
This consultancy is classified as an individual contractor position, and the contract duration is for 50 working days over a period of three months. The position is not full-time, allowing for flexibility in scheduling. The consultant will be expected to work remotely, with potential travel to Malawi if necessary for stakeholder engagement. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies.
