Job Overview:
The National Social, Environmental Safeguard and GEDSI Consultant position is designed to provide expert guidance and support in the implementation of social and environmental safeguards in Tuvalu. The consultant will be responsible for ensuring that the projects align with the principles of gender equality, disability, and social inclusion (GEDSI). The role requires a comprehensive understanding of the local context, including social dynamics and environmental challenges, to effectively integrate safeguards into project planning and execution. The consultant will work closely with local stakeholders, government agencies, and community organizations to promote sustainable practices and ensure compliance with national and international standards. The assignment is expected to last for a total of 50 days over a period of 9 months, during which the consultant will engage in various activities including assessments, stakeholder consultations, and the development of safeguard frameworks.
Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting thorough assessments of social and environmental risks associated with projects; developing and implementing safeguard policies and frameworks; facilitating stakeholder engagement processes to gather input and feedback; providing training and capacity-building sessions for local stakeholders on safeguard measures; monitoring and evaluating the effectiveness of implemented safeguards; preparing detailed reports and documentation of findings and recommendations; ensuring that all activities comply with UNDP's environmental and social standards; and collaborating with other consultants and experts to enhance the overall effectiveness of the project.
Required Qualifications:
Candidates must possess a strong background in social and environmental safeguards, with a proven track record of working on similar projects. A deep understanding of GEDSI principles is essential. The ideal candidate should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the local context in Tuvalu and experience working with governmental and non-governmental organizations will be highly advantageous. Additionally, candidates should demonstrate a commitment to sustainable development and the ability to work independently as well as part of a team.
Educational Background:
A minimum of a Master's degree in Environmental Science, Social Science, Development Studies, or a related field is required. Additional certifications or training in social and environmental safeguards, gender studies, or related areas will be considered an asset. Candidates should have a strong academic background that supports their expertise in the field.
Experience:
The position requires a minimum of 5 years of relevant professional experience in social and environmental safeguards, with a focus on gender equality and social inclusion. Experience working in the Pacific region, particularly in Tuvalu or similar contexts, is highly desirable. Candidates should have a demonstrated ability to manage complex projects and engage with a variety of stakeholders, including government officials, community leaders, and civil society organizations.
Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of local languages spoken in Tuvalu would be considered a significant advantage, as it would facilitate better engagement with local communities and stakeholders.
Additional Notes:
This position is classified as an individual contractor role, and the contract duration is set for 50 days within a 9-month period. The consultant is expected to work flexibly, accommodating the needs of the project and stakeholders. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own taxes and benefits.
