National Junior Consultant – Supporting Fiscal Risk Framework

Job Overview:
The National Junior Consultant will play a crucial role in supporting the project team focused on strengthening policy and performance-oriented public financial management (PFM) systems in Mongolia. This position requires the consultant to provide technical assistance, ensuring that the fiscal risk framework is effectively integrated into the broader PFM systems. The consultant will be expected to engage with various stakeholders, including government officials and civil society, to facilitate the implementation of the project objectives. The role is designed for a duration of 120 working days over a six-month period, during which the consultant will contribute to the development of strategies and tools that enhance fiscal risk management in Mongolia.

Duties and Responsibilities:

• Provide technical support to the project team in the development and implementation of the fiscal risk framework.
• Conduct assessments of existing fiscal risk management practices and identify areas for improvement.
• Collaborate with government agencies and stakeholders to gather data and insights necessary for the framework's development.
• Assist in the preparation of reports and documentation related to fiscal risk management.
• Facilitate workshops and training sessions for stakeholders to enhance their understanding of fiscal risk management principles.
• Monitor and evaluate the progress of the project, providing recommendations for adjustments as necessary.
• Ensure compliance with UNDP policies and procedures throughout the project lifecycle.
• Engage in continuous learning and knowledge sharing with the project team and other consultants.

Required Qualifications:

• A strong understanding of public financial management and fiscal risk management principles.
• Proven experience in providing technical assistance in similar projects, preferably within the context of Mongolia or similar economies.
• Excellent analytical and problem-solving skills.
• Strong communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
• Proficiency in using relevant software and tools for data analysis and reporting.

Educational Background:
A minimum of a bachelor’s degree in finance, economics, public administration, or a related field is required. A master’s degree in a relevant discipline will be considered an asset.

Experience:
At least 2-3 years of relevant professional experience in public financial management, fiscal risk management, or related fields is required. Experience working with international organizations or government agencies in Mongolia is highly desirable.

Languages:
Fluency in Mongolian is mandatory. Proficiency in English is also required, as the consultant will need to communicate effectively with international stakeholders. Knowledge of additional languages would be an advantage but is not mandatory.

Additional Notes:
The contract duration is for 120 working days over a six-month period. This position is classified as a junior consultant role, and it is expected to be a full-time engagement. The consultant will be required to work closely with the UNDP Mongolia office and may need to travel within the country as necessary to fulfill the project requirements. Compensation will be commensurate with experience and in line with UNDP standards.
