Job Overview:
The Critical Minerals Policy and Governance Specialist will play a pivotal role in facilitating the review of the Draft Minerals and Mining Bill, 2026, along with related subsidiary legislation. The primary objective of this position is to strengthen provisions concerning the governance of critical minerals. This involves the creation of a Multi-stakeholder Critical Minerals Governance Mechanism (CMGM) that will ensure effective oversight and management of critical mineral resources. The specialist will be expected to engage with various stakeholders, including government agencies, civil society, and the private sector, to gather insights and foster collaboration. The assignment is structured over a period of 50 working days distributed across four months, emphasizing the need for a thorough and inclusive approach to policy development.

Required Qualifications:
Educational Background:
Candidates are required to have an advanced degree (Master's or equivalent) in a relevant field such as environmental policy, mining engineering, public policy, or a related discipline. A PhD would be an advantage, particularly for candidates with a focus on critical minerals and governance.
Experience:
The position requires a minimum of 5 years of relevant professional experience in mineral governance, policy development, or related fields. Experience working with international organizations, government agencies, or civil society organizations in Ghana or similar contexts is highly desirable. Proven track record in facilitating stakeholder consultations and developing policy recommendations is essential.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ghana would be considered an asset, as it may facilitate better communication with local stakeholders.
Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 50 working days over a period of 4 months. The role is expected to be full-time during the assignment period. The deadline for submitting proposals is set for 27-Aug-26 at 12:30 AM New York time. - Assist in the establishment of the Multi-stakeholder Critical Minerals Governance Mechanism (CMGM), ensuring it is inclusive and representative of all relevant stakeholders.
- Prepare detailed reports and documentation outlining findings, recommendations, and proposed actions.
- Collaborate with UNDP and other partners to ensure alignment with international best practices in mineral governance.
- Provide technical assistance and capacity building to stakeholders involved in the governance of critical minerals.
- Monitor and evaluate the implementation of recommendations and the effectiveness of the CMGM.
Required Qualifications:
- Advanced degree in environmental policy, mining engineering, public policy, or a related field.
- Proven expertise in mineral governance, policy analysis, and stakeholder engagement.
- Strong understanding of the legal and regulatory frameworks governing the mining sector in Ghana.
- Excellent analytical and problem-solving skills.
