Job Overview: The Project Associate (Monitoring and Evaluation) position is crucial for the implementation and monitoring of project activities within IOM. The role involves retrieving, compiling, summarizing, analyzing, and presenting information and data on specific project topics. The Project Associate will monitor the budget by verifying the availability of funds, obtaining necessary approvals, and updating budget-related information. This position acts as a focal point for the administrative coordination of project implementation, which requires extensive liaison with diverse organizational units and external parties. The Project Associate will draft status reports, identify shortfalls, escalate issues to the supervisor, and suggest remedial actions to address delivery gaps. Additionally, the role includes drafting correspondence on project issues, preparing and updating reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation. The Project Associate will also respond to complex information requests and inquiries, set up and maintain files and records, and organize meetings, workshops, and training sessions. Participation in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, UN agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project is also expected. Furthermore, the Project Associate will assist in monitoring the work of Implementing Partners (IP) and report non-compliances to the supervisor, as well as provide guidance and training to new or junior staff members.
Duties and Responsibilities:
Assist in the implementation and monitoring of project activities.
Retrieve, compile, summarize, analyze, and present information/data on specific project topics.
Monitor budget by verifying availability of funds, obtaining necessary approval, and updating budget-related information.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Draft status reports, identify shortfalls, escalate issues to the supervisor, and suggest remedial actions to address delivery gaps.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
Respond to complex information requests and inquiries, set up and maintain files/records, and organize meetings, workshops, and training sessions.
Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, UN agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.

Required Qualifications:
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited academic institution with three years of relevant professional experience; or,
High School diploma with five years of relevant professional experience.
Experience with data collection tools, ODK documentation, and XLSForms.
Experience in Monitoring and Evaluation, including indicator development, logical frameworks, monitoring plans, and means of verification.
Ability to work with national and international institutions.
Ability to prepare clear and concise reports.
Good communication skills. 1
Ability to identify resource requirements and report them to the supervisor.
Educational Background: The educational background required for this position includes a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited academic institution. Alternatively, candidates with a High School diploma and five years of relevant professional experience are also considered eligible. It is important that the educational qualifications are from accredited universities, which are listed in the UNESCO World Higher Education Database.
Experience: The level of experience needed for the Project Associate position includes three years of relevant professional experience for candidates with a Bachelor’s degree, or five years for those with a High School diploma. Candidates should have experience with data collection tools, ODK documentation, and XLSForms. Additionally, experience in Monitoring and Evaluation is essential, particularly in areas such as indicator development, logical frameworks, monitoring plans, and means of verification. Candidates should also have experience in data quality assurance, data analysis, reporting, and the use of evidence for adaptive programme management and decision-making.
Languages: For this position, fluency in Spanish is required, both oral and written. This is a mandatory requirement. Additionally, a working knowledge of English is desirable but not mandatory. IOM’s official languages are English, French, and Spanish, and proficiency in these languages can enhance communication and collaboration within the organization.
