Job Overview:
The position involves serving as a national consultant for the final evaluation of the United Nations Development Programme's (UNDP) Cooperation Framework Plan (PCC) for the period 2023-202

• The consultant will be responsible for assessing the effectiveness, efficiency, and relevance of the PCC, ensuring that the evaluation aligns with UNDP's strategic objectives and contributes to the overall mission of the organization. The consultant will engage with various stakeholders, including government officials, civil society organizations, and beneficiaries, to gather insights and data necessary for a comprehensive evaluation. The role requires a deep understanding of development issues in Niger, as well as familiarity with UNDP's operational frameworks and evaluation methodologies. The consultant is expected to deliver a detailed report that outlines findings, conclusions, and recommendations based on the evaluation process.

Duties and Responsibilities:

• Conduct a thorough review of the PCC 2023-2027, including its objectives, strategies, and expected outcomes.
• Engage with stakeholders to collect qualitative and quantitative data relevant to the evaluation.
• Analyze the data to assess the effectiveness and impact of the PCC on target populations.
• Prepare a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations.
• Present the evaluation results to UNDP and other stakeholders, facilitating discussions on the implications of the findings.
• Ensure that the evaluation process adheres to UNDP's evaluation standards and ethical guidelines.
• Collaborate with the UNDP team to refine evaluation methodologies and tools as necessary.
• Provide feedback and insights to improve future programming and strategic planning efforts.

Required Qualifications:

• Proven experience in conducting evaluations, particularly in the context of international development.
• Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
• Excellent communication skills, both written and verbal, in French and English.
• Familiarity with UNDP's operational frameworks and evaluation methodologies is highly desirable.
• Ability to work independently and manage time effectively to meet deadlines.
• Strong interpersonal skills to engage with diverse stakeholders and facilitate discussions.

Educational Background:
A Master's degree in social sciences, development studies, public administration, or a related field is required. A Ph.D. or equivalent advanced degree is an advantage. Relevant certifications in monitoring and evaluation or project management will also be considered favorably.

Experience:
A minimum of 5 years of professional experience in evaluation, research, or related fields is required. Experience working with UN agencies or similar organizations is preferred. Demonstrated experience in conducting evaluations in developing countries, particularly in West Africa, will be an asset.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Niger. Proficiency in English is also required to engage with international stakeholders and access relevant documentation. Knowledge of local languages spoken in Niger would be an advantage but is not mandatory.

Additional Notes:
The contract duration for this position is set for twenty-three (23) working days. This is a consultancy role, and the consultant will be expected to work remotely and/or on-site as required. The position is open to national and international candidates, and applications must be submitted through the UNDP supplier portal by the specified deadline. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies.
