Job Overview:
This position involves the recruitment of two individual consultants, one international and one national, tasked with conducting an analysis of the institutional, organizational, and human barriers related to the adoption of digital solutions in public administration and services at the municipal level. The consultants will be expected to assess the current state of digital adoption, identify challenges, and propose actionable recommendations to enhance the integration of digital solutions in local governance. This role is crucial for improving the efficiency and effectiveness of public services through digital transformation, which is increasingly recognized as essential for modern governance. The consultants will work closely with local stakeholders, including government officials and community representatives, to gather insights and data necessary for the analysis.

Duties and Responsibilities:
The consultants will be responsible for the following duties:

• Conduct a comprehensive analysis of the current state of digital solutions in public administration at the municipal level.
• Identify and evaluate institutional, organizational, and human barriers to the adoption of these digital solutions.
• Engage with key stakeholders, including government officials, civil society organizations, and community members, to gather qualitative and quantitative data.
• Develop a detailed report outlining the findings of the analysis, including specific recommendations for overcoming identified barriers.
• Present the findings and recommendations to relevant stakeholders, including local government authorities and UNDP representatives.
• Collaborate with other consultants and experts as necessary to ensure a holistic approach to the analysis.
• Ensure that all work is completed within the stipulated timeframe of 45 calendar days.

Required Qualifications:
The ideal candidates for this position should possess the following qualifications:

• Proven experience in conducting analyses related to digital transformation, public administration, or governance.
• Strong understanding of the challenges and opportunities associated with digital solutions in public services.
• Excellent analytical and problem-solving skills, with the ability to synthesize complex information into clear and actionable recommendations.
• Strong communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
• Familiarity with the local context in Benin and understanding of the public administration landscape is highly desirable.
• Ability to work independently and collaboratively in a team environment.

Educational Background:
Candidates should have at least a Master's degree in Public Administration, Information Technology, Development Studies, or a related field. A Ph.D. in a relevant discipline would be an advantage. Additionally, candidates should have a strong academic background that demonstrates their expertise in digital solutions and public governance.

Experience:
Candidates are expected to have a minimum of 5 years of relevant professional experience in areas such as digital transformation, public administration, or governance. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Previous experience in conducting similar analyses or evaluations will be considered an asset.

Languages:
Fluency in French is mandatory, as it is the official language of Benin and the primary language of communication for this project. Proficiency in English is also desirable, as it may be necessary for engaging with international stakeholders and accessing global resources.

Additional Notes:
The contract duration for this position is 45 calendar days, and it is expected to be a full-time engagement. The consultants will be recruited on an individual contractor basis, and the position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses related to the project.
