Job Overview:
The position of International Consultant is designed to provide technical expertise and deliver specific outputs related to monitoring, evaluation, learning, citizen feedback, and results reporting under the LEAP Project, which is part of the Governance Unit in UNDP Lao PDR. The consultant will play a crucial role in establishing an effective monitoring and evaluation framework that tracks project progress and learning. This includes collaborating with the Project Support Unit and integrating citizen feedback mechanisms to enhance service delivery and accountability. The consultant will be responsible for delivering various outputs, including assessment reports, citizen feedback surveys, and ensuring that project activities align with gender equality and social inclusion commitments. The role requires a proactive approach to data management, stakeholder engagement, and the application of innovative digital tools to improve project outcomes.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Finalizing the ODSC Assessment Report and drafting the Citizen Feedback Survey preliminary analysis, which involves consolidating and analyzing data from 72 One-Door-Service-Centers (ODSCs) and providing evidence-based recommendations.
• Managing databases and documentation, ensuring regular monitoring data is available to inform project implementation and support necessary adjustments. This includes collaborating with data providers and updating the ODSC Dashboard.
• Supporting project sustainability and quality assurance by advising government staff on monitoring and reporting, reviewing project documentation, and promoting the integration of monitoring and evaluation into ODSC operations.
• Integrating MEL expertise into project activities, including drafting the M&E Framework for the National Action Plan and designing feedback mechanisms to capture citizen experiences.
• Contributing to reporting and knowledge sharing efforts, documenting lessons learned, and producing knowledge products to enhance project visibility and stakeholder engagement.

Required Qualifications:
Candidates must possess a strong background in monitoring and evaluation, with a proven track record of delivering similar projects. They should have expertise in citizen feedback mechanisms and experience working with government entities. Strong analytical skills and the ability to synthesize complex data into actionable insights are essential. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders. Familiarity with digital tools for data collection and analysis is highly desirable, as is experience in gender mainstreaming and social inclusion practices.

Educational Background:
A master's degree in a relevant field such as social sciences, public administration, international development, or a related discipline is required. Candidates with additional certifications in monitoring and evaluation or project management will be given preference. A strong academic background that demonstrates a commitment to development issues and methodologies is essential for this role.

Experience:
Candidates should have at least 5-7 years of professional experience in monitoring and evaluation, particularly in the context of international development projects. Experience working with UN agencies or similar organizations is highly advantageous. The consultant should have a demonstrated ability to manage complex projects, engage with stakeholders at various levels, and deliver high-quality outputs within tight deadlines.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Lao or other local languages is considered an asset, as it may facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
The position is for an individual contractor and is expected to last for 70 working days. The consultant will work remotely, allowing for flexibility in location. The role is part-time, and candidates should be prepared to manage their time effectively to meet project deadlines. Compensation will be commensurate with experience and qualifications, and the consultant will be expected to adhere to UNDP's standards and guidelines throughout the assignment.
