Duties and Responsibilities:
The consultant will be responsible for a range of duties including but not limited to: conducting assessments of current procurement practices within the CESDRR framework; providing strategic advice on procurement policies and procedures; developing procurement plans that align with project objectives; facilitating training sessions for local stakeholders on effective procurement practices; ensuring compliance with UNDP procurement regulations; and preparing detailed reports and recommendations based on procurement evaluations. Additionally, the consultant will be expected to collaborate with project teams to integrate procurement strategies into broader project management frameworks, ensuring that procurement activities support the overall goals of enhancing disaster resilience in the region.
Required Qualifications:
Candidates must possess a strong background in procurement, with a minimum of 5 years of relevant experience in international development or a related field. A proven track record of working with UN agencies or similar organizations is highly desirable. The consultant should demonstrate expertise in procurement regulations and practices, particularly in the context of international projects. Strong analytical skills, attention to detail, and the ability to communicate effectively with diverse stakeholders are essential. Familiarity with the specific challenges and opportunities in Central Asia will be an advantage.
Educational Background:
A master's degree in a relevant field such as business administration, public administration, international relations, or a related discipline is required. Additional certifications in procurement or project management will be considered an asset. Candidates should have a solid understanding of procurement processes and regulations, particularly those applicable to international organizations.
Experience:
The position requires at least 5 years of professional experience in procurement, with a focus on international development projects. Experience working in Central Asia or with regional organizations will be beneficial. The consultant should have a demonstrated ability to manage complex procurement processes and provide strategic advice to stakeholders at various levels.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages relevant to the beneficiary countries, such as Russian or local languages, will be considered an asset and may enhance the candidate's profile.
