Job Overview:
The National Consultant for Industrial GHG MRV Guidelines Review and Finalization is tasked with reviewing and finalizing guidelines related to the Measurement, Reporting, and Verification (MRV) of greenhouse gas emissions in the industrial sector. This position is crucial for ensuring that Indonesia meets its climate commitments and enhances its capacity to monitor industrial emissions effectively. The consultant will work closely with UNDP and relevant stakeholders to assess existing guidelines, identify gaps, and propose necessary revisions. The role requires a deep understanding of industrial processes, GHG accounting, and the regulatory environment surrounding emissions reporting. The consultant is expected to deliver a comprehensive set of guidelines that are practical, scientifically sound, and aligned with international best practices. The assignment is expected to span 55 working days, during which the consultant will engage in research, stakeholder consultations, and drafting of the final guidelines.

Duties and Responsibilities:

• Conduct a thorough review of existing industrial GHG MRV guidelines and practices in Indonesia.
• Identify gaps and areas for improvement in the current guidelines.
• Engage with stakeholders, including government agencies, industry representatives, and environmental organizations, to gather input and feedback.
• Develop a comprehensive report outlining findings from the review process.
• Draft revised MRV guidelines based on the review and stakeholder input.
• Facilitate workshops or meetings to present findings and gather further feedback on the draft guidelines.
• Finalize the MRV guidelines incorporating all feedback received.
• Ensure that the guidelines are aligned with international standards and best practices in GHG reporting.
• Provide recommendations for the implementation of the guidelines in the industrial sector. 1
• Submit all deliverables in a timely manner as per the project timeline.

Required Qualifications:

• Advanced degree in environmental science, engineering, or a related field.
• Proven experience in GHG accounting and reporting, particularly in the industrial sector.
• Familiarity with international GHG reporting standards and frameworks.
• Strong analytical and research skills.
• Excellent communication and interpersonal skills to engage with diverse stakeholders.
• Ability to work independently and manage time effectively to meet deadlines.
• Knowledge of Indonesia's regulatory framework regarding industrial emissions is an advantage.

Educational Background:
Candidates must possess at least a Master's degree in environmental science, engineering, or a related discipline. A PhD in a relevant field will be considered an asset. Educational qualifications should reflect a strong foundation in climate science, environmental policy, or industrial processes.

Experience:
A minimum of 5 years of professional experience in the field of environmental management, specifically related to GHG emissions measurement, reporting, and verification. Experience working with governmental or international organizations on climate change initiatives is highly desirable. Previous consultancy experience in developing guidelines or frameworks for emissions reporting will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy work. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 55 working days. The consultant is expected to work remotely, allowing for flexibility in location. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own taxes and benefits.
