ICare Consultant to Support with Global Country Workshop OSE Data Analytics

Job Overview:
The ICare Consultant position is situated within the Child Protection and Development Data Unit (CPDD) of UNICEF’s Office of Strategy and Evidence - Innocenti. The primary focus of this consultancy is to address the significant gaps in data regarding children in alternative care, which often go unreported in official statistics. The consultant will play a crucial role in preparing, delivering, and following up on an in-person country workshop aimed at implementing the International Classification of Alternative Care of Children (ICare) within national statistical systems. This role requires a deep understanding of child protection issues and the ability to work collaboratively with various stakeholders to enhance data collection and reporting standards.

Duties and Responsibilities:

• Collaborate with the CPDD Unit to prepare for the country workshop, including developing agendas, materials, and participant lists.
• Facilitate the delivery of the workshop, ensuring active participation from all stakeholders.
• Follow up on workshop outcomes, including the documentation of discussions and action points.
• Engage with national statistical offices and relevant ministries to promote the adoption of the ICare classification.
• Conduct research and analysis on existing data frameworks related to alternative care of children.
• Provide technical support and guidance to countries in implementing the ICare classification.
• Monitor and evaluate the effectiveness of the workshop and the implementation of the ICare classification.

Required Qualifications:

• A Master’s degree or equivalent in Public Health, Psychology, Social Work, or a related social science field.
• At least 10 years of progressively responsible experience in conducting international research in child protection and/or children’s rights.
• Demonstrated experience working with stakeholder groups on care reform and child protection systems.
• Proven ability to plan and facilitate workshops with multistakeholder groups.
• Familiarity with international frameworks related to alternative care of children, including the ICare.

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant field such as Public Health, Psychology, Social Work, or other related social sciences. This educational background is essential to understand the complexities of child protection and the data needs associated with it.

Experience:
The position requires a minimum of 10 years of progressively responsible experience in international research, particularly in the areas of child protection and children's rights. This extensive experience is crucial for understanding the nuances of data collection and analysis in this field.

Languages:
Fluency in English is mandatory for this position. Additionally, intermediate skills in a second official UN language would be advantageous, enhancing communication with diverse stakeholders.
