Job Overview:
The Gender/GBV Programme Officer will play a crucial role in supporting the timely and quality implementation of UNFPA's Gender/GBV programme. This position involves managing implementing partners and providing operational and technical support to ensure that the programme meets its objectives. The officer will conduct regular field monitoring visits to assess the programme's effectiveness and address any identified gaps or protection risks. Additionally, the officer will be responsible for reviewing work plans and progress reports from implementing partners, ensuring compliance with survivor-centered standards, and developing quarterly GBViE fact sheets. The role also includes coordinating the collection and publication of human-interest stories and feedback from the community to improve GBV programming. The officer will represent UNFPA in inter-agency coordination platforms, advocating for GBV priorities and ensuring integration across various sectors. This position requires a proactive approach to proposal development and resource mobilization, contributing to drafting project proposals and donor engagement materials.

Duties and Responsibilities:
  • Programme Management and Implementation: Support the timely and quality implementation of the Gender/GBV programme by managing implementing partners and conducting field monitoring visits. Review work plans and progress reports, providing feedback to strengthen programme quality. Develop GBViE fact sheets and coordinate the collection of human-interest stories.
  • Coordination and Representation: Support the GBVIMS Task Force coordination and contribute to the Gender in Humanitarian Action Working Group. Represent UNFPA in relevant inter-agency platforms, advocating for GBV priorities.
  • Proposal Development and Resource Mobilization: Assist in drafting concept notes, project proposals, and donor templates. Coordinate inputs for GBV components and support the preparation of donor engagement materials.
  • Operational and General Support: Facilitate communication between various teams to ensure smooth delivery of GBV interventions and support compliance with duty of care and safeguarding measures. Undertake other priority tasks as required.

Required Qualifications:
The ideal candidate should possess strong programme management skills, with a focus on gender-based violence and women's rights. They should demonstrate excellent communication and coordination abilities, with a commitment to survivor-centered approaches. The candidate should also have experience in proposal development and resource mobilization, as well as the ability to work collaboratively in a multi-disciplinary team.

Educational Background:
A degree in social sciences, public health, gender studies, or a related field is required. Advanced degrees or specialized training in gender-based violence programming or humanitarian response would be an asset.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in programme management, particularly in gender-based violence or women's rights programming. Experience working in humanitarian settings and with inter-agency coordination mechanisms is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Burmese would be an advantage, as it would facilitate communication with local partners and communities.
