Job Overview:
The UNFPA Consultant for the Evaluation of the YES Project will play a crucial role in assessing the implementation of the project from 2023 to 2026 in Benin. The consultant will provide an independent evaluation that will inform stakeholders, including national parties and rights holders, as well as the general public. The evaluation aims to expand the factual database for the implementation of the project in other contexts or for the development of subsequent phases. The consultant will be responsible for conducting three phases of evaluation: the design phase, field phase, and analysis phase, culminating in the dissemination of results to stakeholders. This role requires a deep understanding of public health, reproductive health, and the dynamics of project evaluation, as well as the ability to engage with diverse stakeholders effectively.

Duties and Responsibilities:
The consultant will be tasked with executing the three phases of the evaluation:

• Design Phase: This involves determining the evaluation framework through meetings, document reviews, and preliminary interviews with country office staff. The consultant will refine evaluation questions, develop verification hypotheses, create an evaluation matrix, define data collection methods, and select stakeholders and sites for sampling. A start-up report will be produced, detailing the methodology, evaluation matrix, and data collection tools.
• Field Phase: The consultant will collect information from stakeholders and the beneficiary community, conducting interviews with all relevant parties, including donors, implementing partners, and government representatives.
• Analysis Phase: This phase involves analyzing the results and producing both preliminary and final reports. The evaluation matrix will serve as a fundamental tool for analysis, incorporating data collected during the field phase and triangulating findings. Finally, the consultant will present the results to stakeholders during the dissemination phase.

Required Qualifications:
The consultant must possess a minimum of 10 years of professional experience in public health, social development, or international cooperation. They should have a proven track record in managing and evaluating complex development projects or programs, as well as experience coordinating multidisciplinary teams. Specific experience in sexual and reproductive health programs, knowledge of adolescent and youth programs, and familiarity with interventions related to sexual and reproductive health rights and family planning are essential. The consultant should also have experience in evaluating or implementing digital health solutions and understanding the challenges related to digital health, data management, and technological innovation in the health sector. Additionally, they should have conducted or participated in at least five evaluations of development projects or programs in the last ten years, leading at least three final or mid-term evaluations funded by technical and financial partners or UN agencies, and be familiar with OECD-DAC evaluation criteria.

Educational Background:
The team leader must hold at least a Master's degree (Bac+5) in public health, medicine, epidemiology, community health, reproductive health, demography, health program management, digital health, or a related field. A doctorate or specialization in sexual and reproductive health, adolescent health, or public policy evaluation would be an asset.

Experience:
The position requires extensive experience, specifically over 10 years in relevant sectors such as public health, social development, or international cooperation. The consultant should have a solid background in managing and evaluating complex development projects and programs, with demonstrated experience in leading multidisciplinary teams. Specific experience in sexual and reproductive health programs and familiarity with adolescent health initiatives are crucial.

Languages:
The consultant must have a good command of French and be able to read and understand documents in English. Proficiency in both languages is essential for effective communication and documentation.
