Job Overview:
The Senior Supply Chain Associate (Procurement) will operate under the overall supervision of the Chief of Mission in Caracas and direct supervision of the Resources Management Officer. This role involves managing the resources management functions, which include evaluating supplier proposals, negotiating prices, and ensuring the best value for the organization. The associate will coordinate with internal departments to understand their procurement needs and develop procurement strategies for timely and cost-effective acquisition of goods and services. The position requires preparing, reviewing, and issuing Request for Quotations (RFQs), Request for Proposals (RFPs), and Invitation to Bid (ITB) documents. The associate will also support the development of procurement plans and assist in complex purchases, ensuring compliance with procurement instructions and procedures. The role demands active participation in negotiations and collaboration with various stakeholders to optimize purchasing power and facilitate project activities.

Duties and Responsibilities:
The duties and responsibilities of the Senior Supply Chain Associate include managing procurement activities, revising and consolidating purchase request forms, organizing and evaluating bidding processes, and following up on purchase orders until successful delivery and payment. The associate will provide technical guidance to requisitioners, participate in developing and updating procurement systems, identify local and international suppliers, and contribute to tracking contracts and agreements. Additionally, the role involves coordinating supply chain operations with other UN agencies, planning fleet activities, maintaining office facilities, and providing training and guidance to junior staff. The associate will also engage in UN inter-agency meetings related to supply chain management and perform other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is advantageous. Candidates should have experience in procurement and logistics, asset management processes, and familiarity with IOM/UN Procurement and Logistics Rules and Procedures. Experience in a multicultural international organization and in training and coordinating teams is also beneficial.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the position.

Experience:
The position requires candidates to have significant experience in procurement and logistics, particularly in working with service providers and vendors. Experience with asset management processes is essential, and familiarity with IOM/UN Procurement and Logistics Rules and Procedures is a plus. Candidates should also have experience working in an international organization within a multicultural setting and should have experience in training and coordinating teams.

Languages:
Fluency in Spanish is mandatory for this position, as all IOM staff members are required to be fluent in one of the organization's official languages (English, French, Spanish). Proficiency in English is considered a plus. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position may involve a contract duration that is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
