Job Overview: The Project Management Officer will play a crucial role in supporting the WHO's Health Emergencies Programme. This position involves working under the direct supervision of the Programme Area Manager and the overall guidance of the Regional Emergency Director. The incumbent will be responsible for developing proposals for the Pandemic Fund and other donor entities, strengthening collaborations with regional health organizations, and coordinating joint projects with multilateral financing entities. The role requires effective communication and collaboration with various stakeholders to ensure the successful implementation and monitoring of health projects. The officer will also be tasked with preparing project reports, managing visibility activities, and supporting organizational learning through evaluation activities. This position is essential for ensuring that WHO's health interventions are effective and responsive to the needs of member states.
Duties and Responsibilities:
Support the regional office and countries in developing proposals for the Pandemic Fund and other donor entities.
Strengthen collaboration with ASEAN and ACPHEED as part of the EU-WHO project.
Assist in developing joint projects with the World Bank, ADB, and other multilateral financing entities.
Coordinate with Regional Monitoring Mechanisms and Technical Working Groups for SEARO/WPRO projects.
Facilitate regular meetings and follow up on action points with relevant stakeholders.
Prepare project reports to ensure compliance with contractual agreements.
Report on program management issues and liaise with supervisors for timely resolution.
Coordinate visibility activities with Communications Units and stakeholders. 1
Document and consolidate evidence on health interventions for organizational learning. 1
Provide comprehensive technical and administrative support across budget centers. 1
Perform any other related duties as required and submit an end of assignment report.
Required Qualifications: Essential qualifications include a university degree in Business Administration, Planning, Project Management, or Health/Medical Sciences. Desirable qualifications include training in donor relations, report writing, public health, and emergencies. A Master's degree in business, healthcare, public health, or project management is considered an asset. Proven project management skills and excellent interpersonal skills are essential for this role, along with the capacity to monitor and evaluate project implementation effectively.
Educational Background: Candidates must possess a university degree in a relevant field such as Business Administration, Planning, Project Management, or Health/Medical Sciences. Additional training in donor relations, public health, or emergencies is desirable. A Master's degree in a related field is an asset and may enhance the candidate's qualifications for the position.
Experience: The position requires at least five years of experience in program management within the health or development sector, including a minimum of two years of international exposure. Experience working in the United Nations or similar organizations is considered an asset and may provide valuable insights into the workings of international health programs.
Languages: Expert knowledge of English is essential for this position. Additionally, a beginner's knowledge of any language from the Southeast Asia region is desirable, along with intermediate knowledge of any WHO language. Proficiency in multiple languages can enhance communication with diverse stakeholders.
Additional Notes: The position offers a competitive salary starting at USD 71,335 annually, with additional benefits including a variable post adjustment, 30 days of annual leave, allowances for dependents, home leave, and an education grant for dependent children. The role is subject to WHO Staff Regulations and may involve mobility to different duty stations.
