Duties and Responsibilities:
The duties of the Staff Officer include controlling and administering finance operations, determining the propriety of budget fund requests, managing budget allocations, ensuring compliance with financial regulations, maintaining accurate financial records, analyzing fund utilization, advising senior management on financial matters, providing financial management training, representing the CAOC in financial meetings, assisting in budget preparation, and supervising the application of internal controls and accounting policies. The incumbent will also be responsible for establishing inputs into NATO's automated finance accounting system, preparing financial reconciliations, and assisting in training finance staff on IPSAS accounting standards. The role may require performing additional responsibilities of other branch members when necessary, and the incumbent may be directed to undertake operational duties supporting AIRCOM.
Required Qualifications:
Candidates must possess a University Degree in finance, accounting, business administration, economics, public administration, management, or a related discipline, along with at least 2 years of relevant experience. Alternatively, candidates with Higher Secondary education and advanced vocational training leading to professional accreditation must have 4 years of post-related experience. Formal training in accounting or financial management is also required. Professional experience in accounting, finance, or business management, particularly in a supervisory role, is essential, with a minimum of 4 years' successful performance in a finance-related field. Knowledge of government or commercial accounting and experience with computerized finance systems is necessary.
Educational Background:
The educational background required for this position includes a University Degree in finance, accounting, business administration, economics, public administration, management, or a related field. Candidates with higher secondary education and advanced vocational training leading to a professional qualification are also eligible, provided they have the requisite experience. Formal training in accounting or financial management is a must, and an advanced University degree in management information systems or related fields is desirable.
Experience:
The position requires a minimum of 4 years of professional experience in a finance-related field, including at least 2 years in a supervisory capacity. Candidates should have a proven track record of successful performance in finance management, with extensive experience in operating automated accounting systems and knowledge of NATO financial rules and regulations. Experience in a management position is crucial, and familiarity with NATO automated finance systems or Oracle Financials is an advantage.
Languages:
The mandatory language requirement for this position is English, with a proficiency level of SLP 3333 in listening, speaking, reading, and writing. The work conducted in this role is primarily in English, and proficiency in the host nation's language is considered desirable but not mandatory.
Additional Notes:
The successful candidate will be offered a three-year definite duration contract, which may be followed by an indefinite duration contract. The basic entry-level monthly salary for a NATO Grade G15 in Spain is Euro 6,239.02, which may be supplemented by allowances based on eligibility. Candidates must be nationals of a NATO member country, aged between 21 and 60 at the time of appointment, and must be eligible for NATO security clearance. The position may require operational duties that could involve deployments and training activities, and the work environment is typically a secure NATO office setting.
