Job Overview:
The position of Noncommunicable Diseases and Mental Health System Expert involves providing technical, operational, and coordination support to WHO Bangladesh and government counterparts, particularly the Ministry of Health and Family Welfare (MOHFW) and the Directorate General of Health Services (DGHS). The expert will focus on strengthening the implementation of priority interventions related to noncommunicable diseases (NCDs) and mental health within the health sector. This includes integrating NCD and mental health considerations into primary health care and broader health-system strengthening initiatives. The role requires translating policy and program priorities into actionable workplans, monitoring progress, and facilitating technical inputs to ensure effective implementation of health interventions. The expert will also support the government in addressing bottlenecks and ensuring timely completion of agreed activities, contributing to the overall health sector actions arising from the NCD Joint Declaration.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a strong understanding of noncommunicable diseases and mental health systems, with proven experience in health system strengthening and primary health care integration. They should demonstrate excellent communication skills, both written and verbal, and have the ability to work collaboratively with diverse stakeholders. Strong analytical skills and the ability to identify and address implementation challenges are essential. Candidates should also have a proactive approach to problem-solving and be adaptable to changing program environments.
Educational Background:
A relevant degree in public health, medicine, or a related field is required. Advanced degrees or specialized training in noncommunicable diseases, mental health, or health system strengthening will be considered an asset. Candidates should have a solid understanding of health policies and systems, particularly in the context of Bangladesh.
Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in public health, particularly in the areas of noncommunicable diseases and mental health. Experience working with government health systems and international organizations is highly desirable. Familiarity with the health sector in Bangladesh and previous experience in similar roles will be an advantage.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Bengali is highly desirable, as it will facilitate communication with local stakeholders and government counterparts. Additional language skills may be beneficial but are not required.
Additional Notes:
The position is full-time and based in Dhaka, Bangladesh. Volunteers are responsible for arranging their own housing and living essentials. The living conditions in Dhaka can be challenging due to high population density, traffic congestion, and limited public services. Volunteers should be prepared for a dynamic urban environment and be culturally sensitive, particularly regarding local customs and norms.

- Support the implementation of priority NCD and mental health health-system interventions by assisting DGHS in translating agreed priorities into actionable workplans, focusing on strengthening primary health care service delivery, essential medicines, workforce capacity, health information systems, and emergency preparedness.
- Coordinate WHO technical inputs, support DGHS consultations, and follow up on agreed actions and timelines.
- Maintain implementation trackers, identify gaps and bottlenecks, and facilitate appropriate technical support.
- Prepare situational analyses, technical reports, briefing materials, and donor reports, documenting progress and priority follow-up actions.
- Provide targeted technical and coordination support to selected Ministries/Divisions to translate Joint Declaration/MSAP commitments into priority actions.
- Coordinate relevant WHO technical inputs and follow up with government focal points on implementation progress and needs.
- Contribute to the overall Joint Declaration/MSAP implementation tracker and reporting, including documenting key progress and bottlenecks.
