Job Overview:
The Shelter Project Manager will play a crucial role in planning and implementing a high-quality shelter program within the Northwest Area Office of NRC Syria. This position involves managing a comprehensive shelter portfolio that includes emergency responses, such as the provision of shelter and winterization kits, as well as transitional and permanent solutions like housing rehabilitation and public building projects. The role requires a strong integration of various Core Competencies to ensure effective delivery of shelter interventions at both household and community levels. The Project Manager will leverage existing knowledge and expertise from past and ongoing shelter programming in Syria to enhance the effectiveness of interventions. Additionally, the role includes managing staffing at the Area Office level and contributing to broader country-level program development in collaboration with the Shelter Specialist.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a senior-level project implementation role, specifically in managing shelter programs within humanitarian or recovery contexts. A Bachelor's degree in a related technical field, such as civil engineering, is required, while a Master's degree is considered an added advantage. Technical expertise in shelter construction, rehabilitation, and engineering of public buildings and apartments is essential. Familiarity with cash for shelter initiatives and market-based approaches is also required. Experience working in Northwest Syria or similar hard-to-reach areas is highly desirable. Candidates should demonstrate a solid understanding of Project Cycle Management and possess strong team leadership skills. Knowledge of Sphere Standards and other relevant humanitarian frameworks is crucial, along with an understanding of area-based and market-based programming.
Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant technical field, such as civil engineering or architecture. A Master's degree in a related discipline is considered a valuable asset that can enhance a candidate's qualifications for the role.
Experience:
The position requires a minimum of 3 years of relevant experience in managing shelter programs, particularly in humanitarian or recovery settings. Candidates should have a proven track record of successful project implementation and management, demonstrating their ability to lead teams and deliver results in challenging environments.
Languages:
Fluency in English is mandatory, as all applications and communications will be conducted in this language. Knowledge of Arabic is highly desirable, given the context of the work in Syria, and proficiency in additional languages may be considered an advantage.
Additional Notes:
This position is based in Sarmada, Syria, and applicants must be legally eligible to work in the country, as NRC is unable to provide work permits or visa sponsorships. The contract is fixed-term, with travel requirements of approximately 30-40% within operational areas. The salary and benefits are aligned with NRC’s national salary scale, specifically at Grade
