Job Overview:
The Monitoring & Evaluation (M&E) Specialist will play a crucial role in an upcoming World Bank-funded health project aimed at restoring access to essential health and nutrition services in Sudan. This position involves designing, implementing, and maintaining a comprehensive monitoring and evaluation system that aligns with World Bank requirements. The M&E Specialist will report directly to the Project Director and will be accountable for results framework reporting to the World Bank. The role requires a proactive approach to ensure accurate data collection, verification, and timely reporting, which are essential for the project's success. The project is set to commence in February 2027 and will run for three years, focusing on preserving essential public health functions in a challenging environment.
Duties and Responsibilities:
The M&E Specialist will be responsible for a variety of tasks, including but not limited to: designing and maintaining the project's M&E framework and indicator tracking system; ensuring data quality assurance protocols are in place; preparing progress reports for submission to the Ministry of Health PMU and the World Bank; managing DHIS2 data systems and leading their rollout to project facilities; training facility staff in data entry and reporting; conducting regular data quality reviews and audits; coordinating with the Third Party Monitoring Agent (TPMA) contracted by the World Bank; leading project evaluations and surveys; providing M&E capacity building to state-level coordinators and local NGO partners; and maintaining geotagged data and facility photos for remote supervision by the World Bank.
Required Qualifications:
Candidates must possess an advanced degree in public health, epidemiology, statistics, health informatics, or international development, with a Master's degree being mandatory. Additionally, a minimum of 8 years of experience in monitoring and evaluation for international health projects in low- and middle-income countries or fragile and conflict-affected (FCV) contexts is required, including at least 4 years of experience specifically in World Bank or USAID project M&E. Candidates should demonstrate expertise in DHIS2 and possess strong quantitative skills, including survey design, sampling methodology, data analysis using software such as STATA, R, or SPSS, and data visualization techniques.
Educational Background:
The educational background required for this position includes an advanced degree, specifically a Master's degree, in relevant fields such as public health, epidemiology, statistics, health informatics, or international development. This educational foundation is essential for understanding the complexities of health systems and the methodologies used in monitoring and evaluation.
Experience:
The position requires a significant level of experience, specifically a minimum of 8 years in monitoring and evaluation roles within international health projects. Candidates should have substantial experience in low- and middle-income countries or in fragile and conflict-affected contexts, with at least 4 years dedicated to M&E in projects funded by the World Bank or USAID. Languages:
