Consultant, Design and Delivery of a Counter-Trafficking Training Package

Job Overview:
The position involves engaging an international Category B Consultant to lead the co-design of a training curriculum and materials aimed at strengthening the capacity of frontline agencies in the Republic of the Marshall Islands to prevent, identify, and respond to trafficking in persons (TIP). The consultant will be responsible for delivering in-person training workshops in Majuro and Ebeye, as well as supporting on-site orientation sessions at points of entry. The role is crucial in enhancing the ability of agencies to handle TIP cases in a victim-centered, gender-responsive, and disability-inclusive manner. The consultant will work under the supervision of the IOM Head of Sub-Office in Majuro and will coordinate closely with the National Taskforce on Human Trafficking and other relevant stakeholders. The consultancy will be conducted on a partially home-based and partially in-country basis, reflecting the need for both analytical and material-design work as well as in-person facilitation and validation with stakeholders in RMI.

Duties and Responsibilities:
The consultant will be responsible for several key outputs throughout the consultancy period. These include:

• Developing an inception report that includes a desk review of relevant legislation and existing SOPs, stakeholder engagement plans, and ethical considerations.
• Drafting a training curriculum and materials that align with RMI SOPs and international standards, including session plans and practical job aids.
• Creating gender-sensitive pocket guides and SOP checklists for frontline agencies.
• Finalizing the validated training package based on feedback from stakeholders.
• Delivering two in-person workshops targeting various frontline agencies and facilitating on-site orientation sessions at Majuro airport and seaport.
• Compiling a final consultancy report summarizing activities, lessons learned, and recommendations for future programming. The total duration for this assignment is eight months, with deliverables scheduled through month nine.

Required Qualifications:
The position requires a university degree, preferably a Master's, in law, criminal justice, human rights, social work, international relations, or a related field. Additionally, candidates must have a minimum of seven years of experience in counter-trafficking, victim/survivor protection, or related migration governance programming. Proven experience in designing and delivering competency-based training curricula for government frontline agencies is essential, along with demonstrated knowledge of victim identification and case management approaches aligned with international standards. Experience applying gender-responsive, trauma-informed, and disability-inclusive approaches in training or protection programming is also required. Familiarity with small island or Pacific contexts is considered an asset.

Educational Background:
Candidates must possess a university degree, with a Master's degree preferred, in fields such as law, criminal justice, human rights, social work, international relations, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and understanding of the complexities involved in counter-trafficking and migration governance.

Experience:
The consultant is expected to have at least seven years of relevant experience in counter-trafficking, victim/survivor protection, or related migration governance programming. This level of experience is crucial for ensuring that the consultant can effectively design and deliver training that meets the needs of frontline agencies and aligns with international standards.

Languages:
Fluency in English, both oral and written, is mandatory for this position. This proficiency is essential for effective communication, training delivery, and the preparation of training materials. While English is the primary language required, knowledge of additional languages may be considered an asset but is not specified as mandatory.

Additional Notes:
The consultancy will be conducted under an international consultancy contract, with a total duration of eight months. The consultant will work partially from home and partially in-country, necessitating in-person engagement for stakeholder validation, training workshops, and orientation sessions. The contract will include clear deadlines for deliverables, and all outputs must be submitted electronically in editable formats, subject to IOM's written approval.
