Job Overview:
As the Head of Business Applications & Engineering Division at the EIB, you will be at the forefront of driving the evolution of the Bank’s business applications and software engineering capabilities. This leadership role is pivotal in shaping the technology landscape that supports Europe’s public investment activities. You will be responsible for guiding multidisciplinary technology teams, influencing the Bank’s digital agenda, and establishing engineering standards that foster innovation. Your role will involve transforming ideas into practical solutions that deliver lasting value to the Bank and the communities it serves. You will work closely with various stakeholders, ensuring that the applications developed align with business priorities and technological advancements, while also maintaining a focus on security" style="border-bottom: 1px dotted #007bff !important;">security and sustainability.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a university degree (minimum equivalent to a Bachelor's degree) in Computer Science, Software Engineering, Information Technology, or a related discipline. A minimum of 10 years of progressively responsible experience in leading business-critical application portfolios is required, with significant leadership experience beyond software development. Proven ability to partner with business stakeholders and shape technology roadmaps is essential. Candidates should also have experience in leading applications through their entire lifecycle, including architecture, engineering, integration, and retirement.
Educational Background:
A Bachelor's degree in a relevant field such as Computer Science, Software Engineering, or Information Technology is required. Advanced degrees or certifications in related disciplines may be advantageous but are not mandatory.
Experience:
Candidates should have at least 10 years of experience in progressively responsible roles, particularly in leading technology teams and managing business-critical applications. Experience in multicultural or international environments is preferred, along with a proven track record of developing leaders and managing significant change.
Languages:
Fluency in English is mandatory. Knowledge of other EU languages is considered an advantage, particularly French, as it is one of the official working languages of the EIB. Proficiency in both English and French is essential for future career development within the organization.
Additional Notes:
This is a full-time position at grade 7, offering a permanent contract. The EIB provides relocation support for successful candidates. The application deadline is set for 16th September 2026, with initial feedback expected in September/October 2026 and assessment centers for selected applicants scheduled for October/November 202

- Define and drive the Bank’s application integration strategy, ensuring secure and scalable integration platforms.
- Establish common engineering standards and practices across software delivery teams.
- Develop the Division’s management team, empowering managers to lead diverse teams effectively.
- Oversee the Division’s delivery portfolio, resources, and budget, ensuring effective execution of initiatives.
- Ensure the secure and reliable operation of business applications and integration platforms.
- Govern technology vendors and strategic partners, ensuring compliance with relevant requirements.
- Monitor technology trends and promote continuous improvement in software engineering practices.
