Job Overview:
The Technical Officer position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. This role is focused on providing technical guidance and support for community-based HIV testing, treatment, care, and support services. The Technical Officer will work closely with various stakeholders, including government entities and community organizations, to enhance the delivery of HIV-related services, particularly for high-risk populations. The position requires collaboration with the Strategic Information and Evaluation team to ensure timely implementation of project activities and adherence to work plans. The Technical Officer will also be responsible for monitoring project indicators, conducting analyses for improvement, and assisting in the development of proposals and technical reports.

Duties and Responsibilities:
The Technical Officer will be responsible for a variety of tasks including providing technical support to sub-granted partners, ensuring project activities align with standard operating procedures, and promoting data-driven decision-making. Key responsibilities include monitoring project implementation, tracking indicators, assisting in the development of project materials, and ensuring adherence to company strategy and donor guidelines. The officer will also conduct training and capacity-building interventions, respond to technical inquiries, and assist in compiling reports and publications. Additionally, the Technical Officer will engage in business development activities by contributing to proposal writing and research, ensuring that project activities are on track and aligned with work plans.

Required Qualifications:
Candidates must possess a strong understanding of public health principles, particularly in relation to HIV/AIDS service delivery. The role requires proficiency in project management, data analysis, and the ability to communicate effectively with diverse stakeholders. Familiarity with the local context and cultural sensitivities is essential. The Technical Officer should demonstrate a commitment to quality assurance and possess the ability to develop and implement effective systems and processes. Strong organizational and analytical skills are necessary, along with the ability to work collaboratively in a team environment.

Educational Background:
A minimum of a Bachelor's Degree or its international equivalent in Public Health, Epidemiology, or a related field is required. An MD degree is also acceptable. The educational background should provide a solid foundation in public health principles and practices, particularly in relation to HIV/AIDS and community health.

Experience:
The position requires at least 4 years of relevant experience in managing data collection and providing technical assistance in public health programs, specifically those related to PEPFAR or HIV. Candidates should have documented experience in capacity building and business development within the context of HIV/AIDS service delivery. Experience in the Cameroon public health sector and familiarity with the community environment in the Northern Regions is highly desirable. Additionally, candidates should have experience working in insecure environments and with non-governmental organizations (NGOs).

Languages:
Fluency in both French and English is mandatory for this position. Candidates should be able to read, write, and speak both languages proficiently, as effective communication with diverse stakeholders is crucial. Knowledge of additional local languages may be considered an asset.

Additional Notes:
This position is based in Garoua, Cameroon, and may require travel within the Northern regions of the country, estimated at 30-40%. The expected hiring salary range for this role is between 11,500,000 and 15,000,000 for annual gross salary for national local hires.
