Job Overview:
The National Consultant will be responsible for reviewing national legislation and developing Standard Operating Procedures (SOPs) and guidelines for cross-border disaster response. This role is crucial in ensuring that the national legal framework is aligned with international standards and best practices in disaster management. The consultant will work closely with various stakeholders, including government agencies, NGOs, and community organizations, to gather input and ensure that the developed guidelines are practical and effective. The assignment is expected to commence in September 2026 and conclude in June 2027, during which the consultant will conduct thorough analyses, engage in consultations, and produce comprehensive documentation that will guide future disaster response efforts in Turkmenistan.

Duties and Responsibilities:

• Conduct a comprehensive review of existing national legislation related to disaster management and response.
• Identify gaps and inconsistencies in the current legal framework that may hinder effective disaster response.
• Collaborate with relevant stakeholders to gather insights and recommendations for improving the legislation.
• Develop Standard Operating Procedures (SOPs) that outline clear protocols for cross-border disaster response.
• Create guidelines that facilitate coordination among various agencies and organizations involved in disaster management.
• Prepare detailed reports documenting the findings of the review and the proposed changes to the legislation.
• Present findings and recommendations to government officials and other stakeholders.
• Provide ongoing support and advice during the implementation phase of the new SOPs and guidelines.
• Ensure that all documentation is compliant with international standards and best practices in disaster management.

Required Qualifications:

• Advanced degree in law, public policy, disaster management, or a related field.
• Proven experience in legal analysis, particularly in the context of disaster management and response.
• Strong understanding of international disaster response frameworks and legislation.
• Excellent research, analytical, and writing skills.
• Ability to work collaboratively with diverse stakeholders and facilitate discussions.
• Familiarity with the legal and institutional context of Turkmenistan is an advantage.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in law, public policy, disaster management, or a related field. A PhD or equivalent experience in a relevant area will be considered an asset, particularly for those with a focus on legal frameworks and disaster response.

Experience:
The position requires a minimum of 5 years of relevant professional experience in legal analysis, policy development, or disaster management. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Candidates should demonstrate a track record of successfully managing projects and engaging with government and non-government stakeholders.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Turkmen or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

• The consultant will be expected to work full-time during this period, with flexibility in terms of location, although familiarity with the local context in Turkmenistan is essential.
