Job Overview:

The job holder will be responsible for collecting, analyzing, and reporting on logistics operations to maximize efficiency. This role involves working closely with logistics functions to understand service requirements, conducting market assessments, and ensuring compliance with contractual obligations. The officer will also support day-to-day logistics contracting activities, liaise with stakeholders, and prepare reports for the Logistics Contract Committee. The position is based in the Country Offices and reports to the head of Logistics Services Contracting, providing an opportunity to work in a dynamic environment focused on humanitarian assistance.

Duties and Responsibilities:
The Logistics Officer (Contracting) will perform a variety of duties, including but not limited to: supporting logistics contracting day-to-day activities, collecting and analyzing data related to the transport sector, conducting market assessments, verifying and validating received data through site visits, carrying out due diligence on logistics service providers, liaising with stakeholders to consolidate data analysis, issuing Requests for Quotations (RFQs), analyzing offers, submitting contracting proposals to the Logistics Contract Committee, compiling quarterly reports, maintaining a tally of contracting cases, ensuring clear periodic allocation plans, establishing good working relations with service providers, analyzing performance against contractual terms, guiding support staff, and following emergency logistics preparedness practices to ensure rapid response to crises.

Required Qualifications:
Candidates must possess an advanced university degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted. The position requires a total of 5 years of relevant experience, including at least 1 year of professional experience in logistics or contracting.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Transport Economics, Supply Chain, Logistics, Engineering, or Business Management. Candidates with a first university degree and additional relevant work experience or training may also be considered. This educational foundation is essential for understanding the complexities of logistics operations and contracting processes.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in logistics, including at least 1 year of professional experience. Experience in coordinating service providers' contract execution, conducting assessments of logistics services markets, evaluating offers, and writing proposals is highly desirable. Familiarity with report writing and data analysis is also beneficial for this role.

Languages:
Proficiency in English is mandatory, and knowledge of Arabic is also required. These language skills are essential for effective communication with stakeholders and for understanding contractual documents and reports.

Additional Notes:
This position is a full-time role with a contract duration of 12 months. The Logistics Officer (Contracting) will be based in Aden, Yemen, and is expected to work closely with various logistics functions and stakeholders. The role may involve travel within the country to conduct site visits and assessments.
