Job Overview:
The DHIS2 Technical Analyst will play a crucial role in providing both first and second level technical support for the Vanuatu Ministry of Health’s VanHMIS, which is the national public health reporting system built on the DHIS2 platform. This position requires the analyst to respond to routine user issues, such as login problems and password resets, while also addressing more complex issues related to DHIS2 configuration and data quality. The analyst will work closely with the Digital Health team and the Department of Communications and Digital Transformation (DCDT) to enhance the support capacity of VanHMIS, ensuring reliable day-to-day operations and improving user support. The role is pivotal in maintaining system configurations, strengthening data quality, and building local capacity within the Ministry of Health.

Duties and Responsibilities:
The DHIS2 Technical Analyst will be responsible for a variety of tasks including:
  • Providing first level DHIS2 user support by serving as the initial point of contact for users at various levels, logging and tracking user support requests, and resolving routine issues.
  • Offering second level technical support by investigating and resolving complex application issues, supporting configuration changes, and troubleshooting reporting and data quality issues.
  • Strengthening data quality and reporting by conducting routine checks, assisting teams in identifying data quality issues, and supporting reporting processes.
  • Managing user access and system security" style="border-bottom: 1px dotted #007bff !important;">security by creating and maintaining user accounts, assigning roles, and promoting safe use of the system.
  • Supporting training and capacity building by providing coaching to users, developing user guides, and conducting training sessions.
  • Monitoring system performance and coordinating with relevant teams on operational issues, including system upgrades and maintenance.
  • Collaborating with the Ministry of Health, DCDT, and WHO to ensure alignment with health strategies and governance arrangements.

Required Qualifications:
Candidates must possess a university degree in Computer Science, Information Technology, or a related discipline. A postgraduate qualification in health information systems or digital health is desirable. Essential qualifications include at least two years of relevant professional experience in user support for information systems, experience with data collection and reporting systems, and the ability to communicate technical issues in simple terms. Proficiency in Microsoft Excel or similar tools for data analysis is also required. Experience in developing user guidance materials and supporting health reporting processes is considered an asset.

Educational Background:
The educational background required for this position includes a university degree in Computer Science, Information Technology, or a related field. A master's degree in health information systems or digital health is desirable but not mandatory. Candidates should have a strong foundation in information systems concepts and data quality principles, as well as familiarity with public health programs and health information systems.

Experience:
The position requires at least two years of relevant professional experience in providing user support for information systems. Candidates should have experience in troubleshooting, issue logging, and user follow-up, as well as familiarity with data collection and reporting systems, preferably in the health or public sector. Experience in training or mentoring system users is also beneficial, along with prior experience with DHIS2 or similar health information systems.

Languages:
Fluency in English and Bislama is essential for this position. Proficiency in additional languages may be considered an advantage, particularly in enhancing communication with diverse user groups.

Additional Notes:
The salary for this role will range from VT 1,620,000 to VT 2,411,000 per year, depending on qualifications and experience. The contract duration is up to 5 months, with the possibility of extension.
