Job Overview:
The Project Manager [Implementation - Infrastructure Asset Management] is tasked with leading various projects within the GPO portfolio, with an initial focus on a project led by UN DESA through the Financing for Sustainable Development Office (FSDO). This project aims to assist national and local governments in countries such as Kenya, The Gambia, Uganda, Zambia, Senegal, and the Federated States of Micronesia in enhancing the planning, management, and sustainability of public infrastructure. The role involves addressing challenges in infrastructure governance, including weak institutions and fragmented planning, to improve service delivery and asset longevity while integrating climate resilience into infrastructure management. The Project Manager will ensure effective project delivery, stakeholder engagement, and alignment with UNOPS performance standards, while also contributing to the capacity building of government officials in implementing infrastructure asset management toolkits.

Duties and Responsibilities:

• Project Delivery and Performance: Develop and update the project implementation plan, ensuring milestones are established and adhered to. Manage the production of outputs, ensuring quality and compliance with requirements. Monitor project progress, control variances, and manage changes effectively. Identify and mitigate project risks, advocating for UNOPS service offerings and reporting growth opportunities.
• Procedures: Ensure compliance with organizational policies and local laws, maintaining updated project documentation and managing reporting obligations.
• Monitoring and Reporting: Include a results framework in the project plan, prepare regular project and financial reports, and maintain oversight of delivery data.
• Stakeholder Engagement: Develop engagement strategies, establish relationships with stakeholders, and coordinate communications to ensure awareness of project activities.
• Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews of project documents.
• Knowledge Management and Innovation: Foster a learning environment, share best practices, and provide feedback for continuous improvement.
• Personnel Management: Organize the project team, provide guidance, conduct performance reviews, and ensure safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.

Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in fields such as engineering, architecture, public administration, or international relations, along with five years of relevant experience. Alternatively, a first-level university degree (bachelor's or equivalent) with seven years of relevant experience is acceptable. Project management certification from a recognized institute and professional certification in a relevant technical area are desired qualifications.

Educational Background:
An advanced university degree (master's degree or equivalent) is preferred, particularly in engineering, architecture, public administration, or international relations. A first-level university degree (bachelor's degree or equivalent) is also acceptable if accompanied by sufficient relevant experience. Project management certification from a globally recognized institute is desired, as well as professional certification in a relevant technical field.

Experience:
Candidates should have relevant experience defined as professional experience in implementing complex multi-country projects related to Infrastructure Asset Management Assessments. This includes working with donors and government authorities in developing countries, project planning, implementation, and control, as well as managing project risks in multi-stakeholder contexts. Experience in providing technical assistance, conducting infrastructure assessments, and integrating climate resilience into infrastructure management is also required. Desired experience includes working in multicultural environments or UN organizations, and developing tools to support government capacity.

Languages:
Fluency in English is required, while proficiency in Arabic, Chinese (Mandarin), French, Spanish, and Russian at a basic level is desirable.
