Job Overview:
The Project Management Support Officer will play a crucial role in providing technical and operational coordination support to the Programme Manager. This position is focused on operationalizing and strengthening the Bangsamoro Law and Justice Coordinating Council (BLJCC) and broader tri-justice coordination mechanisms. The officer will be responsible for facilitating effective inter-agency collaboration and ensuring coherence across various programme interventions. The role requires a proactive approach to support day-to-day coordination processes, documentation, stakeholder follow-through, and related operational coordination requirements. The officer will work closely with the Senior Project Manager to enhance the functionality of the BLJCC and other institutional mechanisms within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position is essential for promoting coherent engagement among stakeholders and ensuring effective implementation and monitoring of inter-agency commitments across the programme.

Duties and Responsibilities:
  • BLJCC Coordination Support: Assist the Project Manager in coordinating the operationalization of the BLJCC as a multi-agency coordination and planning platform. Facilitate communication among justice sector institutions and stakeholders across various legal systems. Organize BLJCC meetings, prepare agendas, and document key decisions and action points. Maintain communication with BLJCC member institutions to ensure alignment with programme priorities.
  • Inter-Agency and System Coordination Support: Foster communication among key justice sector stakeholders, including government agencies and judicial bodies, to advance institutional support processes. Identify operational coordination gaps and challenges across work packages.
  • Monitoring and Reporting Support: Track coordination-related outputs and progress on BLJCC actions for programme reporting. Collaborate with the M&E Specialist to provide relevant inputs for reporting purposes.
  • Knowledge Management and Documentation: Maintain organized records of meetings and coordination outputs. Contribute to documenting coordination processes and lessons learned.
  • Operational Coordination: Provide operational support to programme activities and inter-agency processes as needed. Participate in programme coordination meetings and strategic reviews, ensuring effective follow-through on commitments.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in Law, Public Administration, Political Science, Governance, Development Studies, or related fields, along with 5 years of relevant experience. Alternatively, a Master’s degree (or equivalent) in any of the aforementioned fields is acceptable with no prior experience required. Desired qualifications include specialization in justice sector reform, legal pluralism, or conflict-affected governance systems.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Law, Public Administration, Political Science, Governance, or Development Studies. A Master’s degree in these areas is also acceptable, particularly for candidates with no prior experience. Specialization in justice sector reform or related fields is highly desirable.

Experience:
The position requires relevant experience in programme coordination, governance, public administration, or justice sector-related work. Candidates should have experience in supporting multi-stakeholder coordination processes, organizing meetings, and engaging with various stakeholders. Demonstrated experience in preparing reports and documentation is essential. Desired experience includes working in BARMM or similar contexts, familiarity with justice sector institutions, and exposure to governance or peacebuilding programmes.

Languages:
Fluency in English and Filipino is required for this position. Proficiency in these languages is essential for effective communication and stakeholder engagement.

Additional Notes:
The contract for this position is an Individual Contractor Agreement (ICA) - LICA - Specialist - Retainer, with a duration of twelve months and a maximum of 100 working days.
