Job Overview:
The HR and Admin Officer plays a crucial role in supporting the implementation of all human resources and administrative functions within the DRC premises. This position is particularly focused on the Central Darfur area office, ensuring that HR tasks are handled efficiently and in accordance with DRC standards. The officer will be responsible for managing the recruitment process for national staff, conducting orientation sessions, maintaining accurate HR records, and ensuring timely payroll processing. Additionally, the officer will collaborate with the HR department to facilitate performance management processes and support staff with social security and health insurance matters. The role requires a proactive approach to managing administrative tasks, including utilities payments, accommodation arrangements for expatriates, and maintaining office supplies. Overall, the HR and Admin Officer is expected to contribute to a positive working environment and support the mission of DRC in Central Darfur.

Duties and Responsibilities:
The HR and Admin Officer will have a wide range of responsibilities, including but not limited to:
- Supporting the national staff recruitment process for the Central Darfur Area office, ensuring compliance with DRC standards and timelines.
- Briefing hiring managers on recruitment processes and assisting with necessary documentation.
- Conducting induction and orientation sessions for new staff, including training on the Code of Conduct and PSEA.
- Maintaining an up-to-date staff database on Dynamics and ensuring timely submission of HR-related information by managers and staff.
- Preparing and submitting monthly payroll and payroll reconciliation for the Central Darfur Area office.
- Collaborating with the HR department to launch the PADA process for national staff, providing training and feedback, and assisting managers with performance reviews.
- Managing contract administration for national staff and ensuring compliance with local labor laws.
- Acting as the Health Insurance focal point, updating databases, and liaising with insurance representatives.
- Overseeing administrative tasks such as managing utilities payments, accommodation arrangements for expatriates, and maintaining office supplies.
- Supporting internal and external audits by providing necessary documentation.
- Performing any other related tasks as assigned by the line manager.

Required Qualifications:
Candidates must possess a minimum of two years of relevant experience in an administrative role. Strong interpersonal and communication skills are essential, with a proven ability to work effectively with a diverse range of managers and staff members. The ideal candidate should have good facilitation and coaching skills, as well as a strong knowledge of local labor laws and regulations. Attention to detail and the ability to work under pressure are critical, along with strong analytical skills and excellent written and oral communication abilities. Teamwork and interpersonal skills are also highly valued in this position.

Educational Background:
A Bachelor’s degree in business administration, human resources, or a relevant field is required for this position. Proficiency in computer skills, particularly in Microsoft Word, Excel, and database management, is also necessary to perform the job effectively.

Experience:
The position requires a minimum of two years of relevant experience in an administrative role, particularly within the context of human resources. Candidates should demonstrate a solid understanding of HR processes and administrative functions, as well as experience in managing recruitment and payroll processes.

Languages:
Fluency in Arabic, both spoken and written, is mandatory for this position. Additionally, good proficiency in English, both spoken and written, is considered beneficial and will enhance communication within the organization and with external stakeholders.

Additional Notes:
This position is a national contract with a duration of 12 months. The salary range starts from USD 00.00 per month, and the duty station is located in Nertiti, Central Darfur. The start date is as soon as possible, and the closing date for applications is set for 27/08/202
