Job Overview: The position of Consultant for Analysis and Comparison of Education Models is designed for a detail-oriented individual with a strong background in education projects, particularly in the public sector and public-private partnerships (PPPs). The consultant will be responsible for developing a comprehensive database of PPPs in education, mapping relevant benchmarks across Latin America and the Caribbean, and comparing these with traditional public procurement cases. The role requires an analytical mindset to structure and apply methodologies for quantifying and comparing different education models, ensuring that the consultant can effectively analyze existing evidence on the effectiveness of PPPs in education. The consultant will also be tasked with drafting and validating content for publications, conducting case studies, and disseminating findings to stakeholders, thereby contributing to the overall understanding and improvement of education models in the region.
Duties and Responsibilities: The consultant will undertake a variety of duties, including but not limited to: developing a comprehensive database of PPPs in education; reviewing and analyzing relevant literature and evaluations on PPPs; structuring and validating content for publications; mapping and analyzing evidence on PPP effectiveness; defining key variables and indicators for assessment; designing a methodological framework for evaluating PPP effectiveness; developing a practical evaluation tool; conducting a diagnosis and case study in a selected country; collecting and analyzing relevant public and administrative data; and consolidating and disseminating case study results. Each of these responsibilities is crucial for ensuring that the consultant can provide valuable insights and recommendations regarding the effectiveness of different education models.
Required Qualifications: Candidates must possess a Master's degree in Economics, Engineering, Business Administration, Public Policy, or a related field. A Doctorate or additional postgraduate studies in these areas will be considered advantageous. Furthermore, candidates should have proven professional experience of at least 5 years in designing, monitoring, and evaluating public policies, as well as applying econometric methods or similar activities. Experience working with the IDB or other multilateral organizations will also be viewed favorably. Additionally, candidates must be citizens of one of the IDB's 48 member countries and should not have any family members working at the IDB, IDB Invest, or IDB Lab.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as Economics, Engineering, Business Administration, or Public Policy. Candidates with a Doctorate or other postgraduate studies in these areas will be seen as having a competitive edge.
