Job Overview:
The position of Evaluation Specialists within FAO's Office of Evaluation is designed for senior evaluators and subject-matter specialists who will contribute to the evaluation of FAO's work at the intersection of humanitarian, development, and normative action. The evaluations will particularly focus on integrated One Health approaches, pandemic preparedness, antimicrobial resistance, food safety, analysis" style="border-bottom: 1px dotted #007bff !important;">food security analysis, early warning systems, and crisis contexts. Selected candidates will be part of a pool of evaluators who may be engaged for various assignments based on their qualifications and availability. Duties and Responsibilities:
The selected candidates will be responsible for a variety of tasks depending on the specific assignment. These tasks include reviewing relevant program, project, and technical documentation to inform evaluation processes; contributing to the design of evaluations, including the development of inception reports and data-collection instruments; and developing theories of change to support learning activities and the dissemination of evaluation results. Additionally, candidates will conduct interviews, consultations, field visits, and technical assessments to gather qualitative and quantitative evidence. They will assess the relevance, effectiveness, sustainability, and contributions of FAO-supported interventions, prepare country studies and technical notes, and provide substantive inputs to evaluation reports. Furthermore, they will contribute to findings, conclusions, recommendations, and stakeholder validation processes, as well as address comments from stakeholders and quality-assurance reviewers.
Required Qualifications:
Candidates must meet specific qualifications to be considered for this position. For consultants, an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in relevant fields such as evaluation, economics, public policy, public health, veterinary medicine, epidemiology, food safety, food security, agriculture, international development, humanitarian studies, sociology, or statistics is required. Those with a bachelor's degree must have two additional years of relevant professional experience. For Personal Services Agreements (PSAs), a university degree or technical degree/certificate in similar fields is necessary, along with a minimum of one year of professional experience in evaluation, research, technical assessment, or program implementation. A working knowledge of an FAO official language (Arabic, Chinese, English, French, Russian, or Spanish) is also required.

The educational background required for this position includes an advanced university degree in relevant disciplines recognized by the International Association of Universities (IAU)/UNESCO. This encompasses fields such as evaluation, economics, public policy, public health, veterinary medicine, epidemiology, food safety, food security, agriculture, international development, humanitarian studies, sociology, and statistics. For those applying as PSAs, a university degree or technical degree/certificate in these areas is acceptable, along with the requisite professional experience.
Experience:
