Job Overview:
The position of Sustainable Public Procurement Consultant is designed to support the UNDP in Bosnia and Herzegovina in implementing sustainable public procurement practices. The consultant will be responsible for providing expert advice and guidance on sustainable procurement processes, ensuring that public procurement aligns with environmental and social standards. The consultant will work closely with government agencies and stakeholders to develop strategies that promote sustainability in public procurement. The assignment is expected to take place over a period from September 2026 to December 2026, with a maximum of 20 consultant days allocated for the completion of the tasks. The consultant will be expected to submit proposals directly through the UNDP supplier portal, adhering to the guidelines provided.

Duties and Responsibilities:
The Sustainable Public Procurement Consultant will have several key responsibilities, including but not limited to:

• Assessing current public procurement practices in Bosnia and Herzegovina and identifying areas for improvement in sustainability.
• Developing a comprehensive strategy for integrating sustainable procurement principles into public procurement processes.
• Providing training and capacity-building sessions for government officials and stakeholders on sustainable procurement practices.
• Collaborating with various stakeholders, including government agencies, civil society, and the private sector, to promote sustainable procurement initiatives.
• Monitoring and evaluating the implementation of sustainable procurement strategies and providing recommendations for adjustments as necessary.
• Preparing detailed reports and documentation on the progress and outcomes of sustainable procurement initiatives.

Required Qualifications:
Candidates must possess a strong understanding of sustainable procurement practices and policies. A proven track record in public procurement, particularly in the context of sustainability, is essential. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the legal and regulatory frameworks governing public procurement in Bosnia and Herzegovina is highly desirable. Additionally, candidates should demonstrate a commitment to promoting sustainability and social responsibility in procurement processes.

Educational Background:
A minimum of a Master's degree in Public Administration, Environmental Science, Sustainable Development, or a related field is required. Additional certifications in procurement or sustainability will be considered an asset. Candidates should have a solid academic background that supports their expertise in sustainable procurement practices.

Experience:
The ideal candidate should have at least 5 years of relevant experience in public procurement, with a focus on sustainability. Experience working with international organizations, government agencies, or NGOs in the field of sustainable development is highly advantageous. Proven experience in developing and implementing procurement strategies that incorporate sustainability principles is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of the local language, Bosnian, is considered an asset. Proficiency in additional languages may enhance the candidate's profile but is not required.
