Job Overview:
The position of UNESCO Consultant Fullstack Developer / DevOps Engineer for the Diya.Engine Platform is crucial for the digital transformation of public administration in Ukraine. The Ministry of Culture is implementing electronic registries and information systems to enhance transparency, efficiency, and access to public services. The Diya.Engine platform serves as the technological backbone for several state registries, including those for cultural institutions, publishers, and state support applications. The consultant will be responsible for implementing modern DevOps practices, automating processes, ensuring high service availability, and developing user-friendly interfaces. The role requires comprehensive full-stack development and continuous web administration to modernize legacy web portals and integrate AI solutions into public services. The consultant will work closely with the Ministry to ensure the stable, secure, and scalable operation of the Diya.Engine platform and its related services.

Duties and Responsibilities:
The consultant will have a wide range of duties and responsibilities, including:

• Development and maintenance of CI/CD pipelines, automating testing, build, and deployment processes.
• Administration of infrastructure, databases, and continuous support for web-based administration interfaces.
• Full-stack development, including creating new websites and web portals from scratch.
• Deployment, customization, and administration of informational web interfaces and auxiliary web resources using open-source CMS, particularly WordPress.
• Re-engineering and modernization of legacy web platforms, including reconstructing and deploying fully functional websites based on recovered static data or legacy site builders.
• Development, maintenance, and optimization of user interfaces, web forms, and public dashboards for the core state registers.
• Implementation of AI tools and machine learning APIs to optimize data processing and enhance user experience.
• Implementation of Infrastructure as Code (IaC) approaches and configuration of monitoring, logging, and auditing systems.
• Integration of front-end components with backend services, databases, and APIs. 1
• Management of secrets, certificates, secure environment configurations, and application of security patches. 1
• Optimizing database performance and web application responsiveness, ensuring cross-browser compatibility. 1
• Ensuring DevOps support, infrastructure stability, and seamless CI/CD deployment pipelines for the state registers.

Required Qualifications:
The required qualifications for this position include:

• Higher education in IT or related fields.
• At least 3 years of practical experience in DevOps engineering, full-stack development, or web development.
• Experience with CI/CD tools and Docker; familiarity with Kubernetes/OKD and Infrastructure as Code (IaC) is an advantage.
• Experience in administering relational databases such as PostgreSQL and MySQL.
• Proficiency in HTML5, CSS3, JavaScript (ES6+), and modern JS frameworks (e.g., React, Vue, or Angular) for full-stack development.
• Practical experience in developing, configuring, and maintaining web resources based on WordPress.
• Experience in web migration and modernization of legacy web resources is an advantage.
• Experience integrating AI APIs into web applications is a plus.
• Experience in continuous website administration, technical support, and content management via web interfaces.

Educational Background:
Candidates must possess higher education in IT or related fields, which provides a foundational understanding of technology, programming, and systems management necessary for the role.

Experience:
The position requires at least 3 years of practical experience in relevant fields such as DevOps engineering, full-stack development, or web development. This experience should encompass a variety of technical skills and competencies that are essential for the successful execution of the job responsibilities.

Languages:
Fluency in Ukrainian is mandatory, as the role involves working closely with local stakeholders and understanding the cultural context. An upper-intermediate level of English is also required to facilitate communication with international teams and stakeholders, ensuring that the consultant can effectively engage in discussions and documentation in both languages.

The contract duration is until February 28, 2027, and the position is classified as a consultant contract at Level 2 - Middle.
