Job Overview:
The Logistics Cluster Officer – Field Operations will play a crucial role in leading and coordinating multimodal transport operations, including river, road, and air transport, as well as managing common storage facilities in Bor, South Sudan. This position requires a strong focus on building partnerships and enhancing the capacity of national staff to ensure the efficient and timely delivery of humanitarian assistance. The officer will work under the direct supervision of the Head of Logistics Cluster at the Juba Country Office, representing the Logistics Cluster in state-level forums and ensuring that logistics perspectives inform multisectoral responses. The role is vital in addressing the complex humanitarian crisis in South Sudan, where over 7 million people are estimated to be acutely food insecure, necessitating a robust logistics response to facilitate the delivery of aid.
Duties and Responsibilities:
The Logistics Cluster Officer will be responsible for coordinating river transport operations through WFP's on-demand services, ensuring the timely and efficient movement of humanitarian cargo along the Nile and its tributaries. The officer will lead road convoy coordination, including planning, security" style="border-bottom: 1px dotted #007bff !important;">security and access liaison, and scheduling to guarantee safe and reliable overland transport of relief items. Additionally, the officer will manage air transport operations in collaboration with UNHAS and partners, ensuring equitable access to air assets for critical humanitarian supplies. Overseeing common storage facilities in Bor and surrounding hubs, the officer will implement WFP warehouse procedures to safeguard inventory and mitigate losses. The officer will also represent the Logistics Cluster at state-level coordination forums, provide technical guidance to partners and national staff on logistics procedures, supervise junior staff, and conduct rapid logistics capacity assessments to identify infrastructure gaps. Furthermore, the officer will ensure integrated logistics planning by collaborating with WFP, UNHAS, and humanitarian partners, lead emergency response plans for logistics operations, strengthen partnerships with UN agencies, NGOs, and local authorities, and produce accurate and timely reports on logistics cluster activities.
Required Qualifications:
Candidates must possess an advanced university degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or a related field. Alternatively, a first university degree with additional years of related work experience and/or training/courses may be considered. The position requires a minimum of five years of progressively responsible experience in leading or managing Logistics Cluster operations and/or humanitarian logistics coordination in emergency and conflict contexts for master's degree holders. For those with a bachelor's degree, a minimum of seven years of relevant experience is required. This experience should include working in insecure environments, interagency coordination, managing multimodal operations, supervising staff, and identifying transport risks.
Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Transport Economics, Supply Chain, Logistics, Engineering, or Business Management. Candidates with a first university degree may also qualify if they have additional years of related work experience and/or training. The emphasis is on having a strong academic foundation that supports the logistical and operational demands of the role.
Experience:
The position requires significant experience in logistics and humanitarian operations. Candidates with a master's degree should have at least five years of progressively responsible experience, while those with a bachelor's degree should have a minimum of seven years. Experience should encompass working in conflict-affected areas, coordinating logistics responses among various agencies, managing multimodal transport operations, and supervising logistics staff. The ability to adapt logistics strategies to volatile conditions and to identify and mitigate transport risks is essential.
Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse stakeholders in humanitarian settings.

The position is offered as an International Consultant Level II (CST II) contract, with a duration of 11 months, renewable subject to performance and funding availability.
