
Senior International Consultant - Health Financing Information Systems and Purchasing Reforms

Job Overview:
The consultancy aims to provide senior international technical expertise to enhance the strategic use of information for health financing and purchasing reforms in Ukraine. The consultant will work under the guidance of the WHO National Professional Officer for Health Financing, advising on health financing information systems, claims analytics, provider payment methodologies, and decision-support tools that support the Program of Medical Guarantees. The role involves close collaboration with WHO technical staff and national counterparts to provide methodological leadership, peer review, and capacity building. The consultant will also analyze administrative and claims data to identify trends and support the development of payment models and frameworks.
Duties and Responsibilities:
The consultant will be responsible for reviewing Ukraine's health financing information systems and claims management arrangements. They will develop analytical methodologies, payment algorithms, and performance indicators. The consultant will analyze claims data to identify utilization patterns and provider behavior, and provide technical guidance on claims submission and validation. They will support the design and refinement of provider payment methodologies, conduct payment simulations, and develop indicators for monitoring provider behavior and payment distribution. Additionally, the consultant will prepare technical reports summarizing findings and recommendations.
Required Qualifications:
Candidates must possess an advanced university degree at the Master’s level or higher in fields such as health economics, public health, or health informatics. Essential qualifications include expert knowledge of strategic purchasing and provider payment systems, strong analytical skills, and the ability to translate complex data into actionable policy recommendations. Experience in preparing high-quality technical reports and methodological guidance is also required.
Educational Background:
An advanced university degree at Master’s level or higher in health economics, economics, statistics, actuarial science, health informatics, public health, health policy, health financing, information systems, or a related field is essential for this position.
Experience:
Candidates should have at least 10 years of international professional experience as a health financing specialist. This includes designing information solutions for health financing, advising governments on strategic purchasing reforms, and extensive experience with administrative claims and provider payment data. Experience in the design and evaluation of provider payment systems is also crucial, along with the ability to translate health financing policies into information system requirements.
Languages:
Expert knowledge of English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not specified as a requirement.

- The consultant will work primarily remotely, with potential in-country missions to Ukraine depending on the security" style="border-bottom: 1px dotted #007bff !important;">security situation. The total contract value is USD 36,000, with a daily rate of USD 600 for 60 days of part-time work. Payment will be made monthly upon approval of technical reports.
