Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Programs (DDP) is a key member of the Senior Management Team (SMT) and plays a crucial role in the successful implementation of IRC programs in Colombia. Reporting to the Country Director, the DDP is responsible for leading program strategy in alignment with local government policies, guiding project management, supporting business development, and ensuring compliance with donor regulations. The DDP will oversee all programming in Colombia and partner-led outreach programs in Ecuador, providing leadership to program staff. This role requires an innovative individual who can adapt programming to evolving contexts while ensuring staff safety and effective program delivery. The DDP will also lead the development and execution of the Country Strategic Plan, coordinating closely with senior staff and technical advisors.

Duties and Responsibilities:
The DDP will lead efforts for sustainable program growth, identifying opportunities for new initiatives and prioritizing funding opportunities. Responsibilities include implementing the IRC’s business development strategy, coordinating with regional teams and partners to submit high-quality proposals, and ensuring project design reflects IRC’s quality standards. The DDP will provide overall leadership for the program portfolio in Colombia and Ecuador, ensuring compliance with IRC and donor regulations. This includes supporting the Country Director in updating the Strategic Action Plan, strengthening program team capacities, and ensuring effective project implementation plans. The DDP will also oversee grants management, ensuring compliance with donor requirements and quality information management, and will represent the IRC to partners and donors, advocating for the organization’s mission and programs.

Required Qualifications:
Candidates must possess a Master’s degree in Development Studies, International Relations, Social Sciences, or a related field. A minimum of 5 years managing teams in Latin America and at least 8 years of management experience in humanitarian or development settings is required, with at least 5 years of program management experience at international NGOs. Strong leadership, motivation, and team-building skills are essential, along with experience managing security" style="border-bottom: 1px dotted #007bff !important;">security in complex contexts. Proven ability to negotiate with partner organizations and develop winning proposals for public and private sector donors is also required.

Educational Background:
A Master’s degree in a relevant field such as Development Studies, International Relations, or Social Sciences is required for this position. This educational background is essential for understanding the complexities of humanitarian work and the socio-political contexts in which the IRC operates.

Experience:
The position requires a minimum of 8 years of management experience in humanitarian or development settings, with at least 5 years of program management experience at international NGOs. Candidates should have demonstrated experience leading multidisciplinary teams in cross-cultural settings, including mentoring and coaching. Experience managing programs funded by U.S. government agencies, DFID, the EU, foundations, and private donors is also required, along with a proven ability to manage projects to completion within budget and on time.

Languages:
Proficiency in both English and Spanish is mandatory for this position, as effective communication with diverse stakeholders is crucial. Additional language skills may be considered an asset but are not required.
