Job Overview:
The Senior Advisor (Counter-Terrorism) position at UNOPS is primarily focused on enhancing the counter-terrorism capabilities of Member States through strategic, operational, and advisory support. The role involves working closely with national law enforcement agencies to improve their effectiveness and coordination in responding to terrorism threats. The selected candidate will be responsible for conducting assessments of national law enforcement capacities, identifying gaps, and designing targeted technical assistance programs. Duties and Responsibilities:
The Senior Advisor will lead comprehensive assessments of national law enforcement capacities related to counter-terrorism, identifying operational gaps and priority areas for intervention. They will design, implement, and oversee technical assistance aimed at strengthening the operational readiness of law enforcement entities. The role includes providing strategic advice and mentorship to senior officials on organizational development and modernization. The advisor will support the development of operational policies and standard operating procedures for counter-terrorism responses, deliver advanced training to law enforcement personnel, and promote the integration of human rights standards in all activities. Additionally, the advisor will prepare high-quality written outputs, including analyses and training materials, to support their assignments.
Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in security studies, international relations, public administration, or a related field, along with ten years of relevant experience. Alternatively, a first-level university degree (bachelor's degree or equivalent) with twelve years of relevant experience is acceptable. Graduation from a police or gendarmerie senior staff college is also required. The role demands a strong background in counter-terrorism and law enforcement, with a focus on operational capacity building and compliance with international standards.
Educational Background:
The educational requirements for this position include an advanced university degree in a relevant field such as security studies or international relations. Candidates with a first-level university degree must have additional years of relevant experience. The requirement for graduation from a police or gendarmerie senior staff college emphasizes the need for candidates to have a solid foundation in law enforcement principles and practices.
Experience:
The position requires significant experience in senior command roles within law enforcement, ideally at the rank of police superintendent or colonel. Candidates should have a minimum of five years of experience specifically in counter-terrorism, preferably in an international context. Experience in building operational capacity within law enforcement agencies and ensuring compliance with human rights standards is essential. Additional experience working in multilateral organizations or in post-conflict settings is desirable.
Languages:
Fluency in English and Arabic is mandatory for this position, as these languages are critical for effective communication in the role. Proficiency in French, Spanish, or Russian is considered an asset and may enhance a candidate's application, particularly in international contexts where these languages are spoken.

This position is classified as a senior level role with a contract type of Individual Contractor Agreement (ICA) on a retainer basis. The contract duration is until December 31, 2026, with the possibility of extension based on performance and funding availability. The role is home-based, allowing for flexibility in work location.
