Job Overview: The Communications and External Relations Officer plays a vital role within the Regional Stakeholder Engagement team of the World Bank Group. This position is focused on developing and implementing strategies for stakeholder engagement, communications, advocacy, and managing reputational risks across the region. The officer is expected to contribute to the World Bank Group's regional stakeholder engagement agenda by delivering on four key business lines: Stakeholder Engagement, Strategic Business Marketing, Advocacy & Campaigns, and Risk & Issue Management. The role demands strong communication and editorial skills, political awareness, and the ability to distill complex development issues into clear and compelling communications that align with regional priorities. The officer will work closely with various teams within the organization to ensure a cohesive approach to external relations and advocacy efforts.
Duties and Responsibilities:
Advocacy & Campaigns: Coordinate integrated advocacy and communications campaigns that support regional priorities and institutional objectives. Develop campaign plans and messaging frameworks that utilize various media and digital platforms. Oversee editorial planning and ensure alignment with advocacy priorities. Manage the development and review of various communications materials, ensuring high editorial standards and consistent messaging. Identify and package compelling stories that highlight development results and regional thought leadership.
Stakeholder Engagement: Develop communications strategies that enhance understanding of regional priorities and foster engagement among key audiences. Translate stakeholder insights into effective communications products and campaigns. Support digital engagement activities and virtual events that complement outreach efforts.
Strategic Business Marketing: Identify flagship operations and regional priorities for strategic promotion. Collaborate with colleagues to ensure advocacy campaigns align with broader business objectives. Showcase development impact and client success stories through compelling communications.
Risk & Issue Management: Monitor reputational risks and emerging issues affecting regional priorities. Review communications products for accuracy and consistency. Prepare briefing materials and messaging documents to support decision-making. Monitor political, economic, and social developments and assess their implications for communications efforts.
Required Qualifications: Candidates must possess a relevant mix of education and experience, including a Master’s degree and at least 5 years of experience in communication, journalism, public affairs, or related fields. Experience in an international environment and a deep understanding of international trends and political/economic issues related to development are essential. Knowledge of government and public institutions, as well as experience working with senior executives, is highly desirable. Candidates should demonstrate political awareness and the ability to manage reputational risks and stakeholder engagement effectively.
Educational Background: A Master’s degree in communication, journalism, public affairs, international affairs, or a related discipline is required. Equivalent combinations of education and experience may also be considered.
Experience: The position requires a minimum of 5 years of relevant experience in communication or related fields, with a strong emphasis on international experience and knowledge of development issues. Candidates should have a proven track record of managing communications and stakeholder engagement in complex environments, as well as experience working with senior executives.
Languages: Fluency in English is mandatory, with proficiency in additional languages considered a plus. Candidates should be able to write and edit complex communications products clearly and persuasively for diverse audiences.
