Job Overview:
The Senior Technical Advisor (STA) for Health Management Information Systems (HMIS) and Digital Health is responsible for providing strategic, technical, and operational leadership to the Ministry of Health in Tanzania, including both the mainland and Zanzibar, as well as the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG). This role involves the design, implementation, integration, and optimization of national digital health and supply chain information systems. The STA will enhance the digital health ecosystem by improving interoperability, data quality, system performance, and ensuring real-time access to health information. This access is crucial for supporting evidence-based planning, policy formulation, service delivery, and resource allocation. The STA will lead the development and integration of key national digital platforms, such as the Health Information Exchange (HIE), Electronic Medical Records (EMRs), and various other health management systems, thereby strengthening Tanzania's health supply chain through digital innovation.

Duties and Responsibilities:
The STA will be responsible for a wide range of duties, including but not limited to: providing technical support for the implementation of health information systems and supply chain digital platforms; identifying gaps and proposing sustainable solutions; leading the documentation of system requirements; coordinating with stakeholders to align HMIS initiatives with national health strategies; ensuring interoperability across platforms; providing quality assurance for system development; supporting the design and rollout of digital health solutions; troubleshooting technical issues; and preparing technical documentation and progress reports. Additionally, the STA will contribute to business development by writing proposals and developing budgets related to MIS and Digital Health support. The role also includes mentoring junior staff and collaborating with various stakeholders to enhance the effectiveness of health information systems.

Required Qualifications:
Candidates must possess a strong background in health information systems and digital health, with a minimum of 12 years of experience in implementing and managing such systems in public health contexts. They should have proven expertise in data analytics, visualization concepts, and a strong understanding of interoperability standards and data governance frameworks. The ideal candidate will also have experience in the software development life cycle (SDLC) and Agile methodologies, as well as exceptional stakeholder engagement skills. Strong strategic thinking, problem-solving abilities, and excellent communication skills are essential for this role.

Educational Background:
A Bachelor’s degree in Computer Science, Information Technology, Health Informatics, Data Science, or related fields is required. A Master’s degree in data science, Public Health, Information Systems, Computer Science, or related fields is considered an added advantage, enhancing the candidate's qualifications for this position.

Experience:
The position requires a minimum of 12 years of relevant experience in the field of health and supply chain information systems. Candidates should demonstrate a proven track record of managing complex projects and engaging with various stakeholders, including government entities and donors. Experience in data analytics and visualization, as well as a solid understanding of health systems and digital health innovations, is crucial.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and for documentation purposes. Knowledge of Swahili is also highly desirable, as it facilitates better communication with local stakeholders and enhances engagement in the Tanzanian context.

Additional Notes:
This position is full-time and may require travel of approximately 10% to 25%. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 90,000,000 - 130,000,000 for the annual basic salary.
