Job Overview:
The Data Manager position is crucial within the Emergency Preparedness and Response (EPR) cluster, which aims to enhance the capacity of Member States to manage health emergency risks and coordinate international health responses to contain epidemics. The Data Manager will be responsible for managing, analyzing, and ensuring the quality of data collected in response to cholera and other epidemic-prone diseases in the Tanganyika province. This role involves contributing to awareness and support in health zones and provincial health divisions, implementing data collection, processing, and analysis strategies according to established operational protocols. The Data Manager will work closely with health providers and local health personnel to ensure effective data management practices are in place, thereby facilitating timely and informed responses to health emergencies.
Duties and Responsibilities:
Under the supervision of the WHO Field Coordinator and the Officer of the Information Management and Risk Analysis Department, the Data Manager will be tasked with improving the management and flow of data and information in real-time to guide responses to cholera outbreaks and other epidemic-prone diseases. Key responsibilities include: conducting an inventory of all standardized tools necessary for epidemiological and biological data collection; training health providers in the correct use of data collection and management tools; supporting the daily/weekly collection, maintenance, and sharing of key databases; centralizing information related to case responses; enhancing integrated systems through data cleaning and consistency checks; assisting epidemiologists in synthesizing and analyzing data; collecting and sharing timely surveillance data; supporting the production of situation reports and other necessary information products; utilizing the National Health Information System (SNIS) for additional data; participating in various meetings to present activities, challenges, and proposed solutions; and performing any other related tasks as requested by the supervisor.
Required Qualifications:
Essential qualifications include a university degree in information/data management, computer science, statistics, applied mathematics, public health, GIS, or any other relevant field from an accredited institution. Desirable qualifications include certified training in epidemiological surveillance and a degree in public health as an asset. Candidates must demonstrate a strong understanding of data management systems and have proven skills in data collection, evaluation, analysis, and monitoring within public health contexts. Familiarity with electronic database systems and other digital solutions in health is also required.
Educational Background:
Candidates must possess a university degree in a relevant field such as information management, data science, statistics, applied mathematics, public health, or GIS from a recognized institution. Additional certifications in epidemiological surveillance are desirable, and a degree in public health is considered an asset.
Experience:
Candidates should have at least two years of relevant experience in data management and/or information management. Proficiency in data collection software (such as DHIS2 Tracker, Kobo/ODK, Google Forms) and data analysis and visualization software (including MS Excel, R, Python, ArcGIS, Power BI, SPSS, STATA) is essential. Experience in emergency response and relief operations is highly valued, along with the ability to work under pressure and manage multiple tasks effectively.
Languages:
Fluency in French is mandatory, and practical knowledge of English is desirable. Strong communication skills in both languages will facilitate effective collaboration and information sharing within the organization and with external partners.
