Evidence-based Policy Advisor

Job Overview:
The Evidence-based Policy Advisor position is part of the UNDP's Accelerating a Just Energy Transition in the Republic of Moldova project. This role is crucial in providing expert advice and support to ensure that policies are informed by robust evidence and data. The advisor will work closely with government officials, stakeholders, and other partners to develop and implement strategies that promote sustainable energy practices. The position requires a deep understanding of energy policy, data analysis, and the ability to translate complex information into actionable recommendations. The advisor will also be responsible for conducting research, analyzing trends, and presenting findings to various audiences, ensuring that the project aligns with national and international standards for energy transition.

Duties and Responsibilities:

• Provide expert advice on energy policy development and implementation, ensuring alignment with national priorities and international commitments.
• Conduct comprehensive research and analysis on energy trends, policies, and best practices, synthesizing findings into actionable recommendations.
• Collaborate with government agencies, civil society, and private sector stakeholders to promote evidence-based decision-making in energy policy.
• Develop and deliver training and capacity-building programs for stakeholders to enhance their understanding of energy transition issues.
• Monitor and evaluate the impact of energy policies and programs, providing feedback for continuous improvement.
• Prepare reports, presentations, and other communication materials to effectively convey research findings and policy recommendations.
• Participate in relevant meetings, workshops, and conferences to represent UNDP and share insights on energy policy matters.

Required Qualifications:

• Advanced degree in public policy, energy management, environmental science, or a related field.
• Proven experience in policy analysis, research, and development, particularly in the energy sector.
• Strong analytical skills with the ability to interpret complex data and translate it into practical recommendations.
• Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
• Demonstrated ability to work independently and as part of a team in a multicultural environment.
• Familiarity with UNDP's mission and values, as well as the Sustainable Development Goals (SDGs).

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in a relevant field such as public policy, energy management, environmental science, or a related discipline. A PhD is an advantage but not mandatory. Continuous professional development in energy policy or related areas is highly desirable.

Experience:
A minimum of 5 years of relevant professional experience in energy policy development, research, or analysis is required. Experience working with international organizations, government agencies, or NGOs in the energy sector is preferred. Proven track record of successfully managing projects and delivering results in a timely manner is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the advisor's work.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration that will be specified upon selection. The role is full-time and may require occasional travel within Moldova. Compensation will be commensurate with experience and qualifications, in line with UNDP's policies.
