Job Overview:
The position of Consultant National Appui SIGOB/SIGOBITO involves providing individual consultancy services to support the interactivity of the SIGOB and SIGOBITO systems, which are crucial for monitoring public investments in Madagascar. The consultant will work under the auspices of UNDP, specifically within the framework of enhancing local governance and financial autonomy of decentralized territorial communities (CTD). The role is expected to contribute to the implementation of a digital management system across 21 targeted districts, thereby improving transparency and efficiency in public investment management. The consultant will also be responsible for ensuring effective communication and information flow between various administrative levels and academic institutions, particularly the University of Fianarantsoa, as part of the ILAFITANY program. The mission is set to commence in September 2026 and will span a total of 60 man-days over a period of six months, requiring the consultant to be flexible and available for potential missions across the districts.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:

• Assessing the current state of the SIGOB and SIGOBITO systems and identifying areas for improvement to enhance their interactivity.
• Collaborating with local government officials and stakeholders to gather requirements and ensure that the systems meet the needs of the users.
• Developing a comprehensive work plan that outlines the timeline and milestones for the project, ensuring that the 60 man-days are effectively allocated over the six-month period.
• Providing training and capacity-building sessions for local government staff and other stakeholders on the use of the SIGOB and SIGOBITO systems.
• Facilitating workshops and meetings to promote collaboration between the University of Fianarantsoa and local government entities.
• Monitoring and evaluating the implementation of the systems, providing feedback and recommendations for further enhancements.
• Preparing detailed reports on progress, challenges, and outcomes of the consultancy work, ensuring transparency and accountability in the process.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in Computer Science, Information Systems, or a related field. Additionally, they should demonstrate a strong understanding of the SIGOB and SIGOBITO systems, with proven experience in their configuration, deployment, or maintenance. The consultant should also have a solid grasp of the principles of local governance and public investment management, particularly in the context of Madagascar. Strong analytical and problem-solving skills are essential, along with the ability to work collaboratively with diverse stakeholders.

Educational Background:
A Master's degree or equivalent in a relevant field such as Computer Science, Information Systems, or a related discipline is required. This educational background should provide the candidate with a strong foundation in technical skills necessary for the role, as well as an understanding of governance and public administration principles.

Experience:
Candidates should have a minimum of several years of relevant experience, particularly in projects related to digitalization, local governance, or public investment monitoring. Experience working with the SIGOB or SIGOBITO systems is highly desirable, as is familiarity with the public administration landscape in Madagascar. The consultant should also have a track record of successfully collaborating with governmental and academic institutions.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Madagascar. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.

This consultancy position is classified as an individual contractor role, with a contract duration of six months. The consultant will be expected to work full-time, dedicating 60 man-days to the project. The position is based in Antananarivo, with potential travel to various districts as required.
