Job Overview:
The Programme Specialist Evaluation will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director of TWAS, taking charge of leading and administering programme evaluation activities. This role is crucial for ensuring that TWAS’ Capacity Building initiatives are effectively assessed, monitored, and improved. The incumbent will be responsible for overseeing selected programme implementation and management processes, ensuring that evaluations are conducted in a timely and rigorous manner. The position requires a strong focus on results-based management to generate credible evidence that supports strategic planning and donor accountability. The role also involves collaboration with the Organization for Women in Science for the Developing World (OWSD) and the InterAcademy Partnership (IAP), ensuring that evaluations are aligned and coordinated across these organizations.

Duties and Responsibilities:
The key responsibilities of the Programme Specialist Evaluation include leading the evaluation of TWAS programmes, developing evaluation terms of reference, overseeing both internal and external evaluations, and ensuring that findings meet donor accountability and reporting requirements. The incumbent will design and implement assigned programmes, ensuring efficient planning and timely delivery of tasks and outputs. Monitoring programme progress and proposing corrective actions will be essential to maintain accountability and quality. The role also involves preparing and delivering presentations, supporting partnership building with donors, and ensuring transparent communication of evaluation findings. Additionally, the incumbent will oversee the governance and strategic use of UNESCO’s cloud-based CRM platform, ensuring accurate data management and compliance with TWAS project records.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as International Relations, Public or Business Administration, Science Policy, Social Sciences, or a related area. A minimum of four years of progressively responsible work experience in international programme management and evaluation, public relations, or a related field is required. Experience in all phases of the Project Cycle is essential, along with relevant professional experience at the international level in programme management, particularly involving technical cooperation in developing countries.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as International Relations, Public or Business Administration, Science Policy, or Social Sciences. This educational foundation is critical for understanding the complexities of international programme management and evaluation.

Experience:
The position requires at least four years of progressively responsible work experience in international programme management and evaluation. Candidates should have experience in all phases of the Project Cycle and relevant professional experience at the international level, particularly in programme management involving technical cooperation in developing countries.

Languages:
Excellent knowledge of English, both oral and written, is mandatory for this position. Knowledge of Italian and/or other official UNESCO languages such as Arabic, Chinese, French, Russian, and Spanish is considered desirable and would enhance a candidate's profile.

Additional Notes:
The position offers a 1-year contract, which is renewable subject to budget availability and performance evaluation. The approximate annual starting salary for this post is 90,666 EUR, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
