Job Overview:
The Senior Program Officer will work under the direct supervision of the Project Manager, providing essential programmatic and administrative support to ensure the effective implementation and monitoring of RI’s projects in North Syria. This role involves facilitating coordination between the program team and support departments such as HR and finance, ensuring that administrative and operational processes are completed efficiently and in compliance with RI and donor policies. The Senior Program Officer will assist the Project Manager in tracking project implementation progress, identifying challenges, preparing project documentation, and supporting internal and donor reporting. Additionally, the role includes communication with RI-supported Health Facilities and partners, monitoring daily activities, advising on administrative policies, and verifying documents related to recruitment and procurement.

Duties and Responsibilities:
The Senior Program Officer's duties encompass a wide range of responsibilities, including: supporting the Project Manager in executing day-to-day project activities, participating in the development and implementation of work plans and budget management, ensuring health and protection facilities are adequately resourced, monitoring operational needs, and following up on administrative processes. The role also involves reviewing health facility reimbursement payments, maintaining communication with HF management staff, coordinating with various teams to promote integration, and participating in program sector meetings. The Senior Program Officer will manage the RI Program Assistant, assess capacity needs of non-medical staff, support procurement planning, and contribute to the capacity-building of local partner organizations. Documentation and reporting responsibilities include providing regular updates to the Project Manager, contributing to project-related reporting, and maintaining systematic archiving of project documentation.

Required Qualifications:
Candidates must possess a relevant university degree or equivalent professional experience, along with 3-4 years of experience in program implementation or management within the humanitarian or development sector, preferably with international NGOs. Demonstrated experience in implementing policies and procedures, knowledge of RI sectors (health, nutrition, protection), and excellent computer literacy are essential. Strong organizational skills, attention to detail, ethical reliability, analytical and reporting skills, and excellent interpersonal communication abilities are also required. Proficiency in Arabic is mandatory, while English language skills are considered an asset.

Educational Background:
The position requires a relevant university degree or equivalent professional experience. This educational background is crucial for understanding the complexities of program management and implementation in a humanitarian context, particularly in sectors such as health, nutrition, and protection.

Experience:
Candidates should have a minimum of 3-4 years of experience in program implementation or management roles within the humanitarian or development sectors. Experience with international NGOs is preferred, as it provides valuable insights into the operational and administrative challenges faced in such environments. Familiarity with remote management and the ability to support policy implementation are also important aspects of the required experience.

Languages:
Fluency in Arabic is mandatory for this position, as it is essential for effective communication with local staff and beneficiaries. Proficiency in English is considered an asset, enhancing the candidate's ability to engage with international stakeholders and contribute to reporting and documentation processes.
